| With the development of urbanization in China,public art develops as well,which has also made an important contribution to the improvement of urban cultural and artistic quality.However,for the public nature of public art,the public has always been difficult to really participate in and express their attitude from the beginning of the planning to the completion of the construction.It often happens that a piece of public art appears in a familiar living environment suddenly without warning.Good works are naturally popular among the public.But a lot of work make the public feel that it is nothing to do with them.At this stage in China,the majority of the people have never had a real right to speak on how to place artwork in the public place.As far as public art is concerned,it should exist subject to the social value,serve the public and continue and cultivate the civilization of the region.The planning and creation of public art should not only be artistic,but also take the needs and wishes of the public into account,rather than reflecting the artist’s personality only.The establishment of urban public works of art is public because it serves the general public.If we ignore the important part of public participation,it will easily lead to serious dislocation between subjective creation and objective effect.Some of the literature on the public participation limit its channel in conventional means such as questionnaires and suggestions.Although these methods confirm the public value from the form,but the key point is that these proposals do not substantially affect the final decision,which leads to the formalism of communication between the public and planning and creative personnel.For example,in the Taizhou case,despite the introduction of public participation,the competent authorities would subjectively think that public participation has some "reality" constraints--there are both universality and limitation of public deliberation and voting,which could only be used as an important reference for expert review.Aiming at this problem,some scholars analyzed that executive privilege and autocratic behavior would inevitably result in the damage of "publicity",thus weakening the public nature of public art in the planning.The artworks which enter art gallery and private space,etc.,play a role in demonstrating the aesthetic spirit of a social aesthetic elites and the public art should create an environment of art communication for the public.For the current relatively poor art environment in China,it plays an important role in the promotion of public art spirit world.It is an important first step to improve a lot of works to produce psychological and cultural identity in the public.In this paper,the experimental design of public art project process is to be carried out through the combination of the public art and the mobile Internet to achieve the new process from creation to artwork production on the basis of public participation,providing some experimental possibilities for the development direction of Cross-industry integration of public art and mobile Internet. |
