| Marine economy of Y city is in the stage of sustained and rapid development,the throughput of port import and export goods is increasing,and the number of ships is large.The importance of ship security inspection is more and more important in the maritime law enforcement,and the level of the ship security officers is the key to the ship security inspection.Therefore,it is important to construct a team of ship security officers who love ship security and business security.Leaded the core competence theory of human resource management into the Y Maritime Bureau,this paper based on the competency and competency model,and took the ship security officers as the research object,made an empirical study on the competency model,which aimed to provide theoretical reference and scientific basis for the training and other personnel training of ship security officers.This paper took the competency and competency model as the theoretical basis and took the ship security officers of S Maritime Bureau as the object of the study,exploring the competency of them empirically.First of all,as the basis of strategic analysis,job analysis,document analysis,applied group focus interview to develop ship security officers’ competency coding dictionary;then conducted interviews with 30 ship security officers in Y and surrounding areas and coding the interview text.Used SPSS19.0 to do independent sample T test of the average grade score and the highest grade score of the ship security officer competency in the high and low performance group.Extracted the performance excellence group and the performance of the general group with significant differences in competency,continued to interview 18 ship security officers and the model was validated.In the end,the standard line of A,B two levels of the ship security officers need to be identified,according to the evaluation of the current situation of the Y maritime safety inspection team,and according to the evaluation results,the training system of ship security based on competency model was explored.The results of this study are as follows:(1)Competency coding dictionary is an important prerequisite for developing and applying competency model.As the basis of strategic analysis,job analysis,document analysis,the author applied group focus interview to develop ship security officers’ competency coding dictionary,a total of 22 competency items,and described the definition of each feature and behavior grade.(2)The competency model of ship security officer includes 12 basic competencies and 10 discriminant competencies.Basic competencies include: dedication,communication skills,self-improvement,tracking research,safety awareness,work awareness,responsibility,full preparation,physical quality,security expertise,work rigor,respect for others.Discriminant competencies include: learning comprehension,professional judgment,achievement oriented,practical experience,integration and refinement,internal motivation,rational calm,image management,professional discipline,authority.(3)The ship security officers of A,B two levels need to focus on strengthening training in three areas of practical experience,integration and refinement,image management.While A-level ship security officers should also improve professional accomplishment of professional judgment,and professional discipline. |
