Study On The Rural Public Cultural Service System Construction In C City

The public cultural service system is an integral part of the cultural construction in China.Rural public culture service system construction is directly related to the broad masses of peasants quality of spiritual and cultural life,affecting the overall level of the new rural construction.It not only helps to form a civilized and harmonious country life,and can provide comprehensive improving peasant quality and cultivating new farmers with solid foundation.The 18th National Congress of the Communist Party of China further proposed to improve the system for enhancing service efficiency and visioned to basically establish the system by the year 2020.However,compared to the current economic and social development level and the people's growing spiritual and cultural needs,the rural public cultural service system construction still needs to be stepped up by breaking away from such limitations as backward mechanism,insufficient capital and cultural talents,imperfect public cultural hardware facilities,monotonous public cultural products and activities.Based on the present situation of the rural public cultural service system construction in C City,the paper expounds how to cater for the spiritual and cultural needs of the mass peasants through promoting public cultural development,according to investigation results as well as Marxist cultural theory and a series of guiding documents relating to our cultural development.The paper begins with introduction to the rural public cultural service system including the connotation,characteristics,contents,standards and significances,thus indicating the necessity of building the system.It then selects three typical towns in C City,much due to the imbalanced economic development in the City,the varied capital investment in cultural construction depending on the attention the government pays to cultural construction,and the diversified cultural backgrounds.Xialiang Town of Xiangyuan County,Panlong Town of Wuxiang County and Shuzhang Town of Huguan County represent the fruitful area,defective area and backward area in the system construction respectively.After analyzing the problems and causes regarding the system construction in the elaboration on the general situation and three typical areas in the city,the paper puts forward some specific measures to promote the system's construction in the end.In this paper,on the basis of field investigation,the rural public culture service system construction of the important problem that how to through the development of public culture to meet the demand of the broad masses of peasants spiritual culture,in-depth and meticulous research,which attempts to offer some useful experiences in the rural public cultural service system construction for Shanxi Province and even the central China,and enrich the research theory in this regard.
