| The death of Qin Hui in October,25th year of Shaoxing (1155) concludes decades of "autocracy of Qin Hui" since the Treaty of Shaoxing. From then on, Emperor Gaozong of Song regained to govern the country personally. He adjusted the central political system which centered on authority ministers by dismissed prime minister from privy counselor and resumed "separation of the two systems". During the process, Gaozong took Privy Council as a breakthrough point, started central political system modulation with appointment of Tang Situi to privy counselor and Canzhizhengshi.Then the modulation stepped into total adjustment stage. Gaozong selected the authority ministers prudently and forbade them hold a concurrent post as privy counselor, instructed promptly but assumed tardily. With no prime minister for half a year, Gaozong nominated Shen Gai and Mo Qixie as prime minister, promoted Tang Situi as privy counselor, Chen Chengzhi as Tongzhi privy counselor. After the major-minor all ready, Gaozong ordered the restoration system of "lu shengyu" and "Taijian lubao".The 29th year of Shaoxing (1159), Gaozong had conducted two major adjustments among privy counselors.
