The Contemporary Research On Governance Of Shenyang Area(1949-1990)

Since the primitive society,human beings could realize the importance of water and by water.Human survival depends on water,also because of the existence of human and spiritual,the river is the coexistence of the human society and nature.Channel management is a matter of water resources,environment,flooding major social problem of the people's livelihood,water conservancy construction,water pollution control,flood control facilities are included in the cause of channel management.Political and cultural center of the northeast Shenyang area,large population,is known as "the eldest son of the republic",strong industrial base,is regarded as the "Oriental Ruhr".Shenyang developing support for the socialist construction since the founding,the development of industry and the increasing of population,has caused a series of environmental problems,especially the large amount of industrial waste water and sewage discharge in Shenyang area of water environment caused great destruction,channel governance problems with the continuous development of industrialization and urbanization in Shenyang and gradually become urgent.In this paper,the Shenyang region since the founding of the channel management as the research object,based on a large number of documents,in Shenyang area of hydrology,the round-the-city water construction,channel management measures and regulations of regulations made a more detailed study,to reflect the system of Shenyang region since the founding of the river,and puts forward the relatively objective problems.
