Study On Maintenance Engineering Management In Dujiangyan Irrigation Area(1935-1949)

As one of China's large-scale water conservancy project,Dujiangyan's irrigation helps Sichuan to become the Land of Abundance.Its function is positively correlated with management performance of the project by the government.In the republican period,Dujiangyan irrigation area has developed into three management systems,namely Guan Yan,Ganzhiqu Yan and Min Yan on the basis of the antecessors.Guan Yan was managed by the government,Ganzhiqu Yan was managed directly by the local Yan under the supervision of the government,and Min Yan was managed by its beneficiary directly.The maintenance of Dujiangyan can mainly fall into four types: annual repair,major repair,special repair and urgent repair.During the warlords period,the disordered political situation in Sichuan and the frequent wars have not only destroyed the Dujiangyan project but also rendered it fall into disrepair due to the lack of money.In 1935 when Sichuan witnessed the political union,Dujiangyan was able to have a major repair in the charge of the newly founded Water Resources Bureau of Sichuan Province.During the Anti-Japanese War period,the maintenance works of Dujiangyan and its irrigated area have gained new progress under the powerful management and call from the government.In this way,the irrigation area of Dujiang was able to be recovered and developed.The irrigation area has reached almost 3 million mu,which has made great contribution to support the Anti-Japanese War.Due to few reasons like Dujiangyan's high sediment concentration,frequent natural disasters and the defects of its material used,the government must organize regular maintenance to it and have standard and scientific management to its maintenance project.Careful early-stage preparations for the time,scope,expenditure and material of the project need to be done.After that,careful survey is needed in the implementation phase,and then implementation,supervision,and acceptance inspection,and finally comes to the sacrificial rites to celebrate Dujiangyan be put into use.Although at that period,many problems existed in the management of Dujiangyan maintenance project,like insufficient money,loose management,serious corruption,difficult worker-hiring and severe tax,Dujiangyan,to some extent,was ensured to run normally so that flood disasters and irrigation disputes were reduced,agriculture was developed,food production was guaranteed,great contribution to the Anti-Japanese War was made,and the management philosophy was able to be modernized.The practice of the maintenance management of Dujiangyan by the government during the Republican Period has proved that stable political environment is the foundation and the attention and scientific management of the government are the basic guarantee of the development of the irrigation works.
