The Report on the Work of the Huaihua Municipal People's Government in 2015(hereinafter referred to as “Report”) not only reviews the work of the previous year, but also makes overall arrangements for the future. As the most authoritative information source ofthe Huaihua prefecture, the quality of C-E translation of publicity material would have a direct impact on the foreign investment environment. This Reportbelongs tothe political-oriented publicitytexts, which includeslots of vocabularies with Chinese characteristics, parallelism, and non-subject sentences. Due to the great differences between Chinese and Western cultures, there are no equivalents for these vocabularies with Chinese characteristic in the target language, in other words, it isalso called the cultural vacancy in the target language. Therefore, the toughest issue is how to keep the translation not only faithful to the original text but also meet the habitual expression in the target language. This is also the issue to be addressed in this thesis.Firstly, this thesis introduces the definition of thevocabularies with Chinese characteristic, research situations both at home and abroad, and problems existing in translation of vocabularies with Chinese characteristics. Then, it explains the theoretical basis guiding the translation, i.e. the “three principle of adherence”, which means thatthe translation should adhere to the principle of being closer to the reality of China's development, being close to the target audience's needs, and being close to the mode of thinking of foreign readers. This thesis divides thevocabularies with Chinese characteristics into three categories, that is the political-oriented, the economic-oriented, and vocabularies of people's livelihood. Under the guidance of the “three principle of adherence”, this thesis explores the C-E translation strategy for the above three kindsof vocabularies with Chinese characteristics. The conclusions show that we should usethe strategies of free translation and literal translation plus annotation for the political-oriented vocabularies, use the strategies of literal translation and omission for the economic-oriented vocabularies, and use strategies of paraphrase and amplification for the vocabularies of people's livelihood. When these strategies are used flexibly and appropriately, we could transmit the information in the source text accurately, promote the foreign audience to understand the Huaihua prefecture in a comprehensively way, get a better understanding of culture with the Chinese characteristics, and achieve the goals of attracting the foreign investments and introducing the Chinese culture to the world.
