Along with the development of the era, public cultural demand presents the trend of diversification, pioneering, information and virtualization. Thus, the space, time, domain and varieties of public cultural services require updates and improvement accordingly. On the one hand, due to the traditional mode of management and the shortage of cultural resources in the state system, the government has fallen short of providing public cultural products to meet the demands of modern international metropolis high-quality citizens. Obviously, it is not enough to only rely on the power of government. On the other hand, the cultural industry is developing rapidly, and the civil arts organizations such as folk literature and art society are maturing, becoming the life-blood of cultural products creative production. The creation of public cultural products, the production and the service are the main content of public cultural services. The quantity and quality of public cultural product directly determine how well public cultural services are, which also shows a national cultural development achievements directly. How to make full use of social and cultural resources, foster the subject of public cultural products, and arouse the enthusiasm of social cultural institutions to participate in the public cultural construction have become the important subject system of public cultural services.This research employed the socialization operation of public cultural products in Shenzhen Nanshan district as an example; did literature review on theories about the socialization of public cultural product; researched the Nanshan district's regional history, and population characteristics; visited the Shenzhen Nanshan district culture bureau, cultural centers, libraries and museums; understood the basic situation of public cultural, the Nanshan cultural facilities, cultural construction and cultural activities service condition, utilizing the methods of classified comparison and data analysis. In the analysis phase, I presented the Nanshan district existing cultural resources and the traditional management mode in the contradiction between supply and demand, the limitations within personnel system of public cultural institutions, revealing that the way to solve problems like public facilities idle is for the government to mobilize social and cultural forces to actively participate in public cultural services and form government-led social participation mechanism of diverse public cultural production.This paper analyzed Nanshan district enterprises'participation in the library building and the social public cultural activities bidding, social support, and social cultural activities of establishing the museum. The analysis is divided into four specific case analysis, elaborating on the Nanshan district government's goal to fulfill public demands, urban construction, the government-led social participation, promote regional culture grade as the guiding ideology, in the public library, the activities of public cultural organizations, social cultural and artistic activities, support the museum construction adopt new practices and achievements.The paper studied measures to improve public cultural products, explored the way of the socializing public cultural products. Also, it stresses the important roles of government guidance, government's financial support and performance evaluation, increasing publicity of legislation, creating a good cultural ecological environment, and innovative operation of public cultural products operation. Meanwhile, the paper illustrates that the socialization of cultural products is inevitable, the operation method is diverse, and that socialization of public cultural products must adhere to the principle of charity and developing public cultural products under the guidance of the government. This paper summed up that the most effective mechanism in enriching public cultural product's diversity, improving its quality and thus satisfying the diversified public demand is by encouraging participation in and creative production of public cultural, expanding production channel, and augmenting the fields and types that public cultural products cover.
