Research On The Innovation Of Basic Public Cultural Ervices In Bao’an District,Shenzhen

Bao’an District is located in the east of the Pearl River Estuary and the west of Shenzhen, Guangdong, which covers an area of 392 square kilometers and a population of nearly 3 million. It is one of the biggest economic districts, industrial regions and most promising regions. With the rapid development of economy and society, some problems appear gradually. Due to the historical reasons, the urbanization level is not high, but the basic public cultural services are in great demand. The contradiction between supply and demand of basic public cultural service is more and more evident, because of the shortage of supply and the migrant population.In this paper, we researched on the basic theory of public cultural services home and abroad, combined with the actual analysis of Bao’an, we have found some problems on the basic public cultural services of Bao’an, Shenzhen by questionnaire. On the one hand, the government’s public cultural services are limited, so it is not enough for the diversification demand of the citizen. On the other hand, the products of the public cultural service are too little to meet the diversified needs of the citizen. These problems are beset by limited government investment, limited culture talents within the system, especially streets and communities generally lack of culture talents. They also beset by shortage of powerful support from grass-roots cultural organizations, which have some pressures on the existence and development. The roots of the problem are multifaceted, which include historical outstanding loans, diversity demands due to different levels, reasonable supply structure, and imperfect administrative functions, and not broad citizen participation, and slow development of social organizations.To solve the problems and to make the basic public cultural services better, we give some policy advices by the analysis on the situation of the basic public cultural services in Bao’an in this paper. Under the market economy, we should handle the relationship between the government and the market, the government and the enterprise, the government and the society organization correctly using the innovative thinking and means. We should carry out a series of innovation and exploration through the innovating cultural management system, the innovating the mechanism of social participation, and the innovating culture supply mode, and the innovating talent team construction, and so on. Through integration of the resource and optimization of the administrative system reform, we want to establish a new mode of basic public cultural services, which are suitable for the situation of the grass-roots governments, so that this mode can realize the co-construction and sharing of the government, market, and society participate.
