The British government has built the foundation of the first welfare country under the situation of Britain's transformation era of feudal society to capitalism society during the 16 th to 17 th century,the highlighted of emerging government's status,with the religious reform,enclosure movement and a series of historical events,coincidently with the social factor of famine,pestilence and poor people surge caused the unveil the policy of poverty relief from British government and gradually consummate during the practice of more than one century.Meanwhile,because the lack of experience and the complex of poverty stratum with other more factors,the British government had some limitations in the areas of poverty relief,these are the main research direction of this paper.The paper is divided in 6 sections: the first section summarize the description of the social background and poverty relief policy of Britain at that period.The second section has analyzed the limitations of government decrees,including the severe punitive measures,the unclear of target population who pay poverty relief tax and the rude treatment.The third section discussed the forging document during the execution of government decrees and the corruption behaviors of the levy of poverty relief officers.The forth section summarized the achievement and effect of government decrees firstly,and analyzed the problems for the labor force arrangement during the period of government decrees execution: the career education of children and the restriction of free labor force caused bad effects,the economic pressure government had taken.The fifth section analyzed the reasons for problems mentioned above.The end section made a conclusion for the whole paper and evaluate the philanthropy of British government during the 16 th to 17 th century objectively.
