This is a translation project report on The Power of Public Investment Management(Chapter 6). This chapter elaborates on reasons for poor performed procurement and suggests possible solutions, which can provide some valuable lessons for China's present imperfect public investment management model. The report is divided into four parts: Part one is the translation project introduction, including background of translation project, objectives and significance and translation needs. Part two is background study, including background of source text, theory background. Part three is about the difficulties in translation and solutions. Part four concludes with the experience and unsolved problems in the translation project. With the guidance of Skopos theory “Focusing above all on the purpose of the translation, the translator should deploy proper translation methods and strategies to produce a functionally adequate result.”, the translator carefully analyzes the linguistic feature of the source text then considers that the translation of informative text should deploy different translation methods, including conversion, change of order, and addition and omission and so on, to express correctly and exactly the original meaning of source text in accordance with the features of the target language.
