Research On The Problems And Countermeasures Of The Implementation Of Basic Medicare System For Residents In Jining City

With the development of urbanization and the reform of the household registration system,the medical insurance system for urban and rural residents was put forward in the sixth Plenary Session of the 16 th CPC Central Committee,and the goal of "everyone enjoys basic medical and health services" was put forward in the 17 th CPC National Congress,then,the integration of medical insurance system for urban and rural residents was put forward in the 18 th CPC National Congress,so,the integration of medical insurance between urban and rural has been the trend.?The scheme of basic medical insurance for residents in Jining(Trial Implementation)? was promulgated by the government of Jining,after that,the separate operation of urban residents' basic medical insurance and the new rural co-operative medical insurance was integrated into the basic medical insurance for residents,and it was completed at the end of 2014,then,dual characteristics of the medical insurance system has been transformed into integration since 2015.The operation of basic medical insurance for residents has acquired notable achievements,improving the residents' treatment,eliminating repeated insured,saving social resources,the system is more equitable.Since the implementation of basic medical insurance for residents,the relevant departments in Jining city have been constantly innovating and perfecting the medical management system,in order to maintain the sustainable and healthy development of the medical system.Taking the basic medical insurance system for residents in Jining as the research object,taking the theory of social equity,public product and welfare economics as the theoretical support,based on the data obtained from the survey and the previous research results,the paper analyzes the implementation status of the basic medical insurance system for residents in Jining,and puts forward some suggestions for the problems existing in the implementation.Specifically,the paper analyzes the effect of the operation from four aspects: residents' participation,residents' policy cognition,residents' medical treatment and residents' satisfaction,and the research found that the existing system has some problems,such as the unbalance of the insured group structure,the low service ability of the basic medical institutions,the low satisfaction of the residents to the treatment of medical insurance,and the poor publicity of the government.In view of the above problems,the paper puts forward some suggestions,such as improving the structure of the insured population,improving the service ability of the medical institutions at the grass-roots level,improving the treatment of medical insurance,and increasing the awareness of the residents,through expanding publicity,in order to promote the smooth implementation of basic medical system for residents in Jining.
