In recent years,China’s medical insurance system has been continuously improved.However,at present,there are still the following problems in the medical insurance system of our country: the personal burden is still high,and poverty occurs frequently due to illness;the risk of fund operation increases,and the regional distribution is unbalanced;the pressure of medical insurance agency increases,and the per capita burden of the operators is heavy.All of the above problems indicate that there is room for improvement in the operation efficiency of medical insurance in China.In 2013,the Critical Illness Insurance System(CII)for urban and rural residents began to be put on trial.The fund source is a certain proportion or amount of the Basic Medical Insurance for urban residents and the new rural cooperative medical insurance(now combined into the Residents’ Basic Medical Insurance(RBMI)),which adopts the method of "government leading and professional handling".The characteristics of fund raising,high coverage,high reimbursement rate and the advantages of commercial insurance companies are expected to improve the operation efficiency of RBMI.However,the current research lacks systematic analysis and rigorous test.This issue is more realistic in the context of "healthy China" becoming a national strategy and basic medical insurance being given a greater mission.Therefore,this paper uses the relevant data in the 2010-2017 China Statistical Yearbook and the national analysis report on the operation of medical maternity insurance,and uses the DEA-Malmquist index method to measure the operation efficiency of RBMI,on this basis,a(continuous variable)DID is established to systematically evaluate the impact of handling CII on the operation efficiency of RBMI.The main conclusions are as follows:First,the operation of RBMI in China is relatively stable,with an average comprehensive technical efficiency of 0.9254 in 8 years,and there is still room for improvement in relative efficiency;in general,the operation efficiency of RBMI in China’s provinces is on the rise,with an average annual speed of 0.73%,and the operation of RBMI in China is in the process of continuous improvement;Second,the CII significantly improves the operational efficiency of RBMI;Third,the CII significantly improves the technical efficiency index of RBMI,but does not improve the technical progress index of RBMI;Fourth,the CII only improves the operational efficiency of RBMI in the eastern region;Fifth,in the process of urban-rural integration of RBMI,the effect of CII on improving the operational efficiency of RBMI has not changed.The conclusion of this paper has some enlightening significance for relevant policymaking.The conclusion shows that the CII has significantly improved the operation efficiency of the RBMI,and verified the effectiveness of the current CII policy.However,the handling of CII has not improved the technical progress index of RBMI,that is,the technical advantages of commercial insurance companies have not been fully applied to the operation of RBMI.The government and commercial insurance companies should continue to explore and improve the connection system between CII and RBMI,and give full play to the technical advantages of commercial insurance companies We will step up coordination between the government and commercial insurance companies.In addition,there are regional differences in the impact of CII on the operation efficiency of RBMI.Relevant departments should further improve the coverage of CII and incline to the central and western regions.
