Emergent events have characteristics such as sudden and uncertainty,great social,complexity,continuity,the urgency of the disposal.In order to reduce the impact of emergencies on the people's lives and safety,the security of emergency medical products in the process of medical assistance to the wounded in time is the most basic condition.Therefore,the key to the establishment of emergency medicine distribution system is how to send it to the disaster point in the shortest time.Firstly,this paper according to the importance and harmfulness of emergent event,put forward the research background,significance and the domestic and foreign relevant research dynamic.It introduces the basic knowledge such as the concept and classification of emergent events and emergency medical products under the emergent event sand the relevant theory of emergency medicine distribution system.Secondly,it clarifies the basic characteristics of the location problem of emergent events distribution hub,and based on the hub-and-spoke network structure built the disaster relief logistic network structure.Establish the model of emergency logistics network hub point location model,and the model is solved by the combination of factor score method and greedy method,and a simple example verification is designed.Then,based on the stage characteristics of emergency rescue work,the emergency medical dispatching are divided into two stages:emergency vehicle dispatching problem of emergency medicine in the early stage and late stage.The analytic hierarchy process(AHP)and its influencing factors are analyzed,and the demand level of emergency medicine in each stage is calculated by using this method.The model was built on the background of multiple-rescue-multi-hazard,meet the rescue point of the vehicle limit and disaster point at the latest time limit to get relief supplies.At the beginning of the emergent events,the objective function only takes into account the minimum time,and established the vehicle scheduling model of multi depot multi disaster with single side time windows.In the latter stage of the emergent events,establish objective function model with the disaster point of emergency medicine highest customer satisfaction,and the indirect obstruction is expressed by the coefficient of traffic.Respectively designed a genetic algorithm for solving two scheduling model,by changing control parameter for selection of parameters,in selection,crossover and mutation operations,combined with the optimal preservation strategy,speed up the computing effciency and excellent individual genetic.Among them,to achieve double goals of emergent events later stage,to control the different parameters in the experiment were selected which appeared several times in a satisfactory solution.According to the membership function of customer satisfaction,calculate the chromosome with the highest customer satisfaction as the final optimal solution.Finally,an example is given to demonstrate the effectiveness of the proposed model andalgorithm.
