At the time of the 13th Five-Year Plan,with the gradual implementation and deepening of the medical system reform and the reform of the medical insurance system,the management and reform of public hospitals are facing increasingly serious challenges.Hospital performance management is one of the important factors that affect the survival and development of medical institutions.Public hospitals must adhere to the prerequisite of public welfare under the premise of breaking the previous economic revenue and expenditure to evaluate the performance mechanism,the establishment of a reasonable performance management evaluation system,so as to seek the sustainable development of public health care.Therefore,based on the theory of strategic management and performance management,this paper analyzes the existing problems and the causes of the performance evaluation system of Chengbu County People's Hospital through the research of hospital performance evaluation and performance management at home and abroad.In the process of problem solving,the author first for the hospital to develop a scientific strategic objectives,and for the hospital to draw a balanced scorecard strategic map.And then use the method of literature analysis,balanced scorecard performance evaluation method,expert consultation method and other scientific research methods,strategy-oriented,through the hospital performance evaluation indicators primary,index analysis,index weight design process,and in the Hospital performance evaluation index,based on the separation of the hospital department performance evaluation index system.Finally,the evaluation of the performance evaluation index system put forward five suggestions to complete the Chengbu County People's Hospital performance evaluation system.Finally,this paper establishes a set of public hospital performance evaluation index system based on Balanced Scorecard,which is scientific and reasonable,objective and fair and feasible,so as to enhance the comprehensive management level and sustainable development ability of the hospital.
