The incidence of birth defects is very high in our country recently,it is estimated that at present the incidence of birth defects in our country reached 5.6%,and demonstrating a steady increase each year over the previous.Once baby with birth defects was born,is lack of effective means of radical cure,severely affects the health and life quality of the individual,also imposes a heavy burden on society.In 2010,the State Council promulgated the experiment scheme of national free preconception examination project,put forward to pilot free preconception examination.Our country adopts the three level preventive measures which recommended by WHO,intensifies efforts to reduce the incidence of birth defects,and has gotten some achievements.Suzhou municipal government started a pilot of free preconception examination from 2010,increased public investment in order to ensure funding channels and equipment configuration,had achieved full coverage of free preconception examination in Suzhou city by 2012.However,there are still some problems such as lack of quantity,examination contents and services after the examination.This article studies Suzhou free preconception examination,by using the public product theory,public choice theory,responsible government theory,to study the current status and problems of Suzhou free preconception examination,and gives some specific improvement suggestions on problems,such as establishing appraisal system,reforming the system of pregnancy inspection agencies,increasing publicity,enriching the content of examination,standardizing the follow-up service,to make preconception examination more effective and efficient.
