| Research purposesIn recent years,the national policy has been actively guiding social capital into the field of public services to promote public health care reform and alleviate the financial pressure of the government.During the development of private medical institutions,the mixed-ownership system has been rapidly emerging and caught everyone’s eyes in today’s medical system reform.this study based on the basic theory of private medical institutions,public-private partnerships and mixed-ownership hospitals,systematically analyzes the practice of the Third Affiliated Hospital of Chongqing Medical University(Jieer Hospital)and summarizes the problems and establishment of mixed-ownership hospitals,put forward effective recommendations for the establishment of mixed-ownership hospitals to provide theoretical and practical basis and accelerate the formation of a more diversified medical pattern.Research methodsThis study is mainly based on empirical research,combined with literature research,expert interviews,comparative analysis,case study.And to study the practice of building to The Third Affiliated Hospital of Chongqing Medical University(Jieer Hospital).First of all,through the Chinese knowledge network,Weipu,Wanfang and other databases to read and collect the relevant information for this study,master the basic concepts involved so that do a theoretical basis for the study;at the same time prepare an interview outline,interview the Third Affiliated Hospital of Chongqing Medical University(Jieer Hospital)related to the preparation and management;and then through comparative analysis make a more clear summary of China’s mixed-ownership hospital’s development model,in-depth understanding of mixed hospitals in China’s mixed type,the main body of medical treatment and restructuring.Based on the analysis of the development model of mixed ownership hospitals in China,the author analyzes the nature,the main body and the ownership structure of the mixed hospitals,which are typical of the mixed ownership hospitals.Finally,carry out case studies to The Third Affiliated Hospital of Chongqing Medical University(Jieer Hospital),in-depth understanding the foundation and characteristics of the establishment about the hospital,and then understand the hospital building process,the development of the status and the preparation and development of the hospital encountered series of obstacles,and as a consultation for the other mixed ownership hospitals.ConclusionsThrough the study of the relevant literature and the case investigation,it is found that the mixed-ownership hospitals have made certain progress,and the government policy has some support.But in the course of practice,it is still difficult to get good development opportunities.The main problems include three aspects: 1.the hospital itself development,including the name of the hospital is difficult to determine,difficult to retain talent,health insurance level is difficult to determine the profitability and the balance between public welfare is difficult to grasp and so on;2.national policy,including the lack of relevant policy protection,access standards fuzzy,imperfect supervision mechanism,and other constraints of the development of mixed-ownership hospitals. |
