Medical and health services is closely related to each person's life and health,the well-being of each family and social stability and prosperity.As a result,the public has paid great attention to it and the government also has always attached great importance to it.At the press conference of the twelfth session of the National People's Congress,which has just ended in March this year,Li Bin,director of the State Planning Commission,said: "it is well known that the quality of medical resources in China is relatively insufficient,mainly in the big cities,and the distribution is not balanced.Such a pattern of medical service system can't meet the people`s need to see a doctor,so it is always overcrowded in large hospitals ".How to solve the global problem of health care reform? Thirdly,Premier Li Keqiang at the fifth session of the National People's Congress of the twelfth meeting of the "government work report" : It's important to launch a variety of forms of Medical Construction pilot.At the national level,the medical association has been endowed with a new and important meaning,which bears the hope of the reform of medical system.This paper records the medical reform process to establish medical reform of a county hospital in Xiangshan County,Red Cross Compatriot Hospital with medical association as its starting point.Faced with multiple difficulties and development dilemma as well as the new policy reform from the country to cities,the hospital draw a conclusion that it is inevitable and necessary to establish the Medical Association of different medical subjects through the use of game theory.In the construction of Red Cross Compatriot Hospital in Xiangshan County has adopted a series of effective measures,and achieved remarkable results;but there are also shortcomings duing to the subjective reasons of the hospital,but mainly owing to the system bottleneck of Medical Association which hinders the development of a deeper level.Then the author proposed the concept of establishing medical fusion body,that is to completely eliminate the existing one or two,three level of hospital level stripe segmentation,break through the medical institutional constraints and build the medical fusion with level-one or level-two,level-three hospitals in urban and rural areas;to achieve the aim that the medical fision body will provide different grading treatment to any patient in any hospital according to the actual condition of the patients.The patients at different levels of the hospital need't go back and forth to seek medical treatment.
