Research On The Operational Efficiency Of Xinjiang Science And Technology Finance

In recent years,commercial insurance in Urumqi has developed rapidly,but it has also exposed some problems such as the small development scale and limited development space,but with the launch of new medical reform,Urumqi social medical insurance level continues to increase,the coverage is also close to the saturated state,so that more people can enjoy the social security policy.However,due to the improvement of people's living standard,the demand for medical care is becoming more diverse,and coupled with rising medical costs,people began to worry about the sustainability of social medical insurance.In this case,the commercial insurance's participance in the development of social medical insurance can not only expand the development scale,but also the potential development space of commercial insurance,and it can improve the social medical insurance system to meet people's diverse medical needs at the same time.Based on the above situation,this paper study the participance of Urumqi's commercial insurance in social medical insurance,hope to play a role in improve Urumqi's real medical insurance.In order to study this subject,this paper first elaborates the theory of government purchase and the theory of public service marketization,which provides a theoretical basis for subsequent study.This paper first analyze the problem of Urumqi's current commercial insurance such as the development speed is fast but the space is limited,and then analyze the current situation such as coverage,payment situation as well as treatment level and problems of Urumqi's social medical insurance.The analyze of current situation is from two aspects: the first is from the aspect of urban workers' social medical insurance and other is from the aspect of urban and rural residents' medical insurance.Then this paper also analyze the existing problems from two aspects : agencies and medical institutions.Finally,this paper combine the status of people's health insurance companies' participance in large medical insurance,summarizes the characteristics and problems of cooperation between the two sides in Urumqi.With the successful model of typical areas in China,this paper summes up the general mode of the current domestic commercial insurance to participate in the development of social medical insurance,namely "fund management mode","coinsurance Jo mode" and "insurance contract mode".Finally,combined with the actual situation in Urumqi and domestic successful experience,writer put forward the participance model of Urumqi city commercial insurance in social medical insurance,that is,social basic medical insurance can choose fund management mode,and large medical insurance can choose insurance contract mode,the cooperation of the two insurance above can be designed according to the different modes,at last,writer also put forward relevant countermeasures and suggestions on this paper's subject.
