In our country,the Medical reform is still under way,the medical service resources gradually sinking.While the rural residents can’t be hospitalized and the inpatient rate is still close to 17%.What’s the real reason that ‘should see but not visiting rate’ is still high,other than monetary factors,whether there are non-monetary factors? The academic study on the impact of rural residents’ medical behavior from the four aspects of personal attributes,family situation,economic and social factors.In addition,the foreign scholars explore the impact of the non-monetary factors on the behavior of medical treatment.However,the domestic scholars rarely use non-monetary factors as a research perspective.However,from the economic point of view,the total cost of medical care,including monetary and non-monetary price.And the hidden costs caused by nonmonetary factors are also part of the total cost of medical expenses of patients.Moreover,with the expansion of the coverage of medical insurance,and with the proportion of reimbursement increase,the relative importance of the medical cost of money payment is decreased,and the relative importance of non-monetary factors such as time and distance is improved.Therefore,in this paper,we take the non-monetary factors as a new perspective to explore whether it affects the behavior of medical treatment.And we can explore the internal mechanism of medical treatment behavior.The specific research ideas of this paper are as follows.We take the time of medical treatment and the distance as independent variables.And the time of medical includes the travel time and the time of waiting for hospitalization.We take transportation as the surrogate variable of the distance cost.We take medical behavior as the dependent variable.We choose the hospital type,outpatient or hospital as the measure index of medical behaviors.And we choose the social economic variables,medical insurance type,disease severity,demography variables as control variables.In theory,we analysis the elasticity of the use of medical service and the cost-benefit of medical behavior.It demonstrates that non-monetary factors can affect medical behavior.In the empirical aspect,we choose multiple logistic regression to analysis the topic.It approves that non-monetary factors can affect the rural residents’ behavior.There are four conclusions.First,the type of hospital is positively related to the time and distance,and to choose outpatient or hospitalization is also related to nonmonetary factors.Second,there is a significant relationship between whether go to hospital and the time of rural residents.Third,the degree of disease is related to the treatment style of rural residents,the type of hospital,outpatient or hospitalization.Forth,in demographic variables,age has a positive influence on the choice of treatment,hospital type,outpatient or hospitalization.And education has a significant influence on the choice of treatment.This paper demonstrates that non-monetary factors can affect the medical treatment of rural residents.In order to guide the reasonable medical treatment of rural residents and reduce their non-monetary cost,there are three suggestions.First,we should enhance the accessibility of medical service resources.Thus,we can reduce the opportunity cost of time for rural residents.Second,we may achieve the classification treatment system,and implement the "go to see doctor at the grassroots level,two-way referral,emergency triage,the supper and lower linkage" policy.Third,the supply side reform of medical service.We may strengthen the training of medical staff,to attract the outstanding doctors of the grassroots level.And improve the level of diagnosis and treatment of the basic medical institutions.The new ideas of this paper are the following two.First,this study breaks through the restraint of dominant medical cost,takes non-monetary factors as starting point,and combine the empirical analysis to study how to influence the medical treatment behavior of rural residents.Second,using the elasticity analysis of medical service demand and the cost-benefit analysis of medical behavior,we prove that non-monetary factors can influence the medical treatment behavior.
