Shanxi Province Long-distance Medical Direct Settlement Research Present Situation And The Path Optimization

China in 2009 based on "deepening the views of the reform of the medical and health system",in the country to carry out foreign direct medical work.The so-called remote medical treatment,refers to the basic health insurance in China to participate in the insured,because in the field work,retired off-site placement,due to illness need to refer to transfer or sudden illness and other circumstances Hospitalization or drug purchase behavior,is a cross-insured area for medical treatment.There are many problems in the implementation of the direct settlement policy in different places.However,there are many problems,such as increasing the number of doctors in different places,showing diversification of forms,diversification of people and complicated connotation.In order to further improve the work,in the two sessions of 2016,China's premier Li Keqiang in a reporter's question also made it clear that our government to solve the problem of direct settlement of medical treatment and determination and confidence.Direct settlement of foreign medical treatment has become an important measure to solve the problem of maternal health.As an empirical research project,in the early stage of the paper,I visited Taiyuan City,Jincheng City,Linfen City,Yuncheng City and Datong City Medical Insurance Center in Shanxi Province,and got a lot of first-hand data.Subsequently,the data were analyzed and sorted by scientific research methods such as literature research,qualitative analysis and comparative research.Summed up the existing experience,crack the development of the problem,to promote the full implementation of policies and enrich the government public service theory to become the original intention.This paper is divided into five parts.The first part,firstly,direct treatment of off-site medical related concepts,service groups,handling procedures to do a brief introduction.The second part,cited the relevant theories of administrative management,such as the equalization of public services,the analysis of government functions in the process of social security reform,and hope to provide theoretical guidance for empirical research.The third part mainly studies the situation of direct settlement in Shanxi province in 2013,and sets out the data.On this basis,it analyzes the dilemma and countermeasures.In the fourth part,according to the data,the direct settlement of Shanxi Province in different places mainly has the following difficulties: the need for medical information system in different places needs to be standardized,and the policy needs to be unified.In the fifth part,on the basis of analyzing the dilemma faced by direct settlement in Shanxi province,this paper puts forward effective and effective suggestions:standardize the application system of direct settlement of medical information in different places.Based on the provincial co-ordination and perfecting the relevant policies,To do the team service capacity;level of promotion of remote medical treatment of direct settlement work.Hoping to really solve the problem of people's livelihood pain,so that the remote medical treatment directly into a convenient way to serve.
