Management Of Dalian Municipal Public Hospital Fixed Asset

With the relevant documents issued, the government has put forward higher requirements for a series of links of hospital fixed assets management from the capital,purchase and use. At the same time, the total fixed assets of Dalian municipal public hospitals in 2015 had exceeded 4 billion, which showed that fixed assets is high in quantity and the management is more complicated. As nonprofit institutions, Dalian municipal public hospitals undertake most of the patient's medical work in our city. It is very important for hospitals' management and development how to manage fixed assets to improve medical quality and serve patients well. There are many urgent problems for municipal public hospitals to be solved, on how to manage the fixed assets, how to do the regional health planning and strengthen the supervision, how to determine levels of units and personnel management authority and responsibility.After consulting the related books and journals at home and abroad, referring to the fixed assets theory including the whole life cycle and internal control theory, the author analyzes the management of fixed assets in Dalian municipal public hospital. Studying a large number of aspects involving the budget, purchase, use, maintenance, disposal and audit, this dissertation reveals that the management of fixed assets in Dalian municipal public hospital has considerable problems, including the lack of fiscal investment,budgeting inaccurately, purchasing poorly, lack of knowledge, the vagueness of department responsibility, the informatization of construction and so on. After learning the experience of the management of fixed asset of Beijing, Shanghai and Shenyang, the dissertation put forward the relevant suggestions and measures to improve the municipal public hospital fixed assets management in Dalian, which include increasing fiscal investment, enhancing the abilities of managerial staff, improving the fixed assets management system, raising the management level of the related departments in the hospital, serving the management and supervision functions of government and so on.The dissertation helps to improve the management of fixed assets at all levels of units and departments, and truly implements the responsibility entrusted by the state,reflecting the public welfare of the hospital, and effectively ensuring the effective operation and development of medical behavior.
