Study On The Internal Management Of Fixed Assets Of Public Hospitals In L City

Public hospitals are a huge and complex institutional system in China,which are an important component of China's public institutions and assume the important role of providing people with necessary medical services.Public hospitals are public welfare institutions,which are not for the purpose of profit,but the main place to provide basic medical services to residents.Under the circumstances of deepening the reform of medical health system,it plays an important role in effectively using hospital resources to reduce costs and improve hospital operation efficiency to establish and improve the internal hospital management system.By actively changing the management concept,fully learning from the foreign public hospital management mode and advanced ideas in modern enterprise management and strengthening the internal management,can we meet the needs of the reform of public hospitals in the new era and achieve the strategic development goals of public hospitals.In this paper,the management of fixed assets in the assets of public hospitals is taken as the research object and how to make good use of and well manage the large-scale assets and utilization efficiency of public hospitals and make them give play to the greatest social benefits is of great significance.Starting from the essence of fixed assets of public hospitals,this paper firstly analyzes the practical significance and management content of fixed assets management in public hospitals.Secondly,it systematically analyzes and discusses the target positioning of fixed assets management of public hospitals from the perspective of state-owned assets and meeting the social public demand and the development needs of public hospitals.Finally,it focuses on carrying out relevant research on the implementation of daily management of fixed assets in public hospitals,the establishment of legal system,the supervision of evaluation system and the evaluation of performance appraisal system in combination with the management practice of fixed assets in public hospitals.In addition,some new thoughts and practical ideas are put forward on how to do a good job in daily work,scientifically construct the organizational system,legal system,supervision and evaluation system and assessment system of fixed assets management and formulate the reform direction of fixed assets in public hospitals.Some suggestions are proposed for the optimization of fixed assets management of public hospitals in L City through studying the current situation of their fixed assets management and summarizing the successful experien ce of public hospitals in other foreign cities.The similar problems in other hospitals of the same type are explored starting from the common problems existing in the internal management of fixed assets in public hospitals.On the premise of giving sufficient consideration to the actual operation situation,the advanced experience and management experience of foreign developed countries are deeply analyzed and the treatment measures 'are formulated so as to build a sound internal management system offixed assets of public hospitals.Meanwhile,the medical reform measures should be thoroughly implemented,the management should be conducted from the economic significance,the comparison of procurement cost and benefit should be emphasized and more importantly,the unification of the social benefit and the economic benefit of the hospital should be pursued.The managers should be guided to conduct internal management of specific operation links such as planning,organization,coordination,decision-making and supervision in the various processes of construction,allocation,use,consumption and asset retirement disposal of the hospital starting from the procurement of fixed assets of public hospitals.Thus,it can be seen that it can only lay a good material foundation for medical treatment,scientific research and other work as well as the stable development of hospitals and provide the necessary conditions for cultivating medical talents with strengthening the internal management of fixed assets of public hospitals in L City.The public hospitals studied in this paper are the third-grade class-A hospitals in L City.
