| In recent years, the civilization office of National Health and Family Planning Commission (NHFPC) has been continuously strengthening management to the National Civilized Unit in order to promote the construction of spirit civilization in the Health and Family Planning system. After years of efforts, the work has obtained certain achievements, but still there are some problems such as ineffective and imperfect management during the process. The paper is studied against this background and aims at analyzing the management process,revealing some outstanding problems of the management work and bringing up targeted and operable advices on management measures and evaluation system.This paper introduces the achievements and experiences of National Civilized Units in the health and family planning system, and analyzes the main method and result in the management, and points out some prominent problems in the process of management, such as the absence of regulations in the Health and Family Planning system, the loopholes of management, the lack of evaluation system as well as the lag of construction of talent team and so on.Faced with the above problems, this paper gives suggestions from four aspects. The first aspect is to improve the management level of the National Civilized Unit in the Health and Family Planning system. The second aspect is to provide guarantee for the management work. The third aspect is to put forward solutions for evaluation management and "The sample form for of the National Civilized Unit in the Health and Family Planning System" is designed for the purpose of reference.The last but not the least is the policy recommendations for the development of the management system.The research results of this paper are expected to provide theoretical and operational support for the management of the national civilized unit in health and family planning system, and to contribute to the further improvement of the management level. |
