ObjectivePurpose of this study is to evaluate the replicability and sustainability of the work process and treatment effects with the HIV/AIDS testing and treatment "one-stop service" Model.MethodsIn this study,we took Chongqing Jiangjin district,Dazu district and Xinjiang Yining city as the study sites, with newly diagnosed HIV positive people as the research objects, and combined the quantitative research methods and qualitative research methods.Quantitative research is to compare the rates of CD4 testing,ART and the mortality of newly diagnosed HIV positive people in a certain time during three periods which contain before, during and after the promotion.Meanwhile,we interviewed the relevant staff to obtain their evaluation of the "one-stop service”model for qualitative analysis.ResultsAfter developing the“one-stop service”model in the study sites, the rates of the CD4 testing and ART of the HIV positive people within 30 days after the confirmation increased from 49.6%and 14.5%before the promotion to 83.9%and 55.8%in the promotion period.Within 12 months after the confirmation of newly HIV positive people, rates of CD4 testing and ART increased from 79.4%and 49.4%before the promotion to 94.9%and 71.7%in the promotion period, while the all-cause mortality decreased from12.5%to 8.8%.There is no significant difference of the rates of CD4 testing and ART between before and after the promotion;the mortality of the HIV positive people within 12 months after the confirmation decreased further from 8.8%to 5.7%.The qualitative analysis showed that after the optimization of“one-stop service”,the related diagnosis and treatment procedures of AIDS have been basically consolidated. While the promotion period has ended,the“one-stop service”model was still applied to the related work of AIDS by regional agencies.ConclusionThis study explained the replicability and sustainability of the“one-stop service”model in the three study sites.
