The Study On Evaluation And Promotion Strategy Of China's Maritime Search And Rescue Public Service Ability

Public service is the core of public management as well as the core idea of public administration and government reform in the 21st century.As the last defense line of national maritime security,the level of maritime search and rescue public service ability is directly related to the safety of human life,property and environment at sea.With the continuous development of China's marine economy,offshore workers become more and more,navigation environment and global climate become more and more complex,all increasing the risk of marine incidents and putting forward new challenges to the public service ability of maritime search and rescue.Therefore,scientifically analyzing and evaluating the public service ability of maritime search and rescue to find out existing problems and shortcomings has strong theoretical and practical significance.This paper is based on the crisis management theory,new public service theory and the government performance evaluation theory,using many different research methods including literature research method,questionnaire method,AHP and fuzzy comprehensive evaluation method.Firstly,through analyzing the current situation of China's maritime search and rescue public service ability,and learning from the related research results of maritime search and rescue ability evaluation at home and abroad,the paper divides national maritime search and rescue ability into five parts from the perspective of maritime crisis process,including monitoring and warning ability,emergency response ability,emergency support ability,basic support ability and aftermath ability.On this basis,this paper builds the corresponding evaluation index system of national maritime search and rescue public service ability.Secondly,through delivering the evaluation index weight questionnaire,this paper uses AHP to determine the evaluation index weight based on experts scoring situation.Third,this paper uses fuzzy comprehensive evaluation method to determine the membership function of each evaluation index.Finally,the relevant questionnaire statistical results and data are brought into the membership function to obtain corresponding membership vectors and do the multistage fuzzy comprehensive evaluation.According to the analysis results,this paper proposes some corresponding improvement measures to further enhance the public service ability of China's maritime search and rescue.
