Study On The Effect Of Community Health Service Resource Allocation Of Wuhan

Medical and health care is a great cause of hundreds of millions of people,which is one of the important guarantee to solve the problem of people's livelihood.In recent years,China has been exploring the reform of the medical and health system,and the reform is still in the stage of deepening the crucial stage,the construction of community health service institutions to help break the barriers to health care reform.At the same time,in the background of the great changes of the disease spectrum in the modern society,people pay more and more attention to the prevention of disease.Therefore,the organization construction of community health service has become the focus of China's current construction of grassroots medical and health service system,to improve the community health service based new medical and health service system,accelerate the construction of city community health service network,to undertake to protect the health of residents "gatekeepers" duties.The community health service in China based on primary health care in community health center,is committed to providing the basis for prevention,and comprehensive health services,is beneficial to the realization of China's medical goals.With the advocacy and support of the state,the community health service in our country has developed rapidly in recent years,the number of service organizations has increased greatly,and the medical and health resources have been greatly expanded.Wuhan municipal government based on the general public,seriously and deeply implement the premise of new medical reform requirements,attaches great importance to the construction of community health services,successively in 2010 and 2013 issued relevant documents to supervise the construction of standardized community health service institutions in the city within 15 minutes,clear requirements to build community health service circle,and strive to achieve a preliminary form the effect of community residents first diagnosed.On this basis,this paper investigates the current situation of the standardization of community health service institutions in Wuhan,and analyzes the effect of resource allocation.The results show that:the current standardized construction did not achieve the desired results,the community first diagnosis system has not yet been achieved,the number of visits did not increase significantly,and the residents did not significantly reduce the burden of diagnosis and treatment.But played a certain effect,such as human resources:to expand medical resources and promoting the management role of residents can get to play,the management has grown;material resources:accessibility of health services,improve medical technology strength further enhanced;financial resources:government financial investment to improve the degree of attention.However,due to the construction of the expansion of the number of attention,ignoring the pursuit of quality,in addition,the lack of supervision,the implementation is not in place.There are some deficiencies,specifically for:human resources,personnel structure unreasonable phenomenon did not improve health technology(including education,title,structure);material resources,mechanism of regional distribution of unfair rate and sanitary equipment utilization and work efficiency of medical service resources did not reach the standard;the financial resources,the implementation is not ideal,subsidies,compensation the standard is low,thus the community health institutions engaged in bad.Aiming at the problems,we should combine with the actual situation of the community health service in Wuhan city construction,and put forward some corresponding improving measures for the implementation of the strategy in order to optimize the resource allocation of community health services,improve community health services in Wuhan city service level,achieve the initial formation of the first treatment in the community,reduce the medical burden of residents.
