As the national economy and health care system continues to improve,Performance Management and Evaluation of the hospital is also being mature development.The State Council stressed that government continue to protect the basic performance of grass-roots medical institutions wage system,encouraging the pilot areas to develop public hospital performance pay assessment methods,establishing job responsibilities and performance combined with the distribution of incentives,highlighting the value of medical staff labor.Under the dual pressures of health service system and medical security system reform,hospitals provide medical service behavior and encounter competition and challenge from other different types of hospitals.Foreign research on the performance evaluation of medical institutions has been maturing.Some developed countries and regions have gradually established medical institutions at all levels of performance appraisal system,there have been many successful cases with a large number of market research.The original performance evaluation system clearly can not meet the current new medical management model and the need for a severe competitive environment.At the same time,foreign research on the performance evaluation of medical institutions has been maturing.Parts of the developed countries and regions have established medical institutions at all levels of performance appraisal system,there have been many successful cases with the market survey.In our country,a comprehensive performance evaluation system which can reflect the social benefits,operating conditions and other aspects of the hospital need to be established.In this paper,a representative public health hospital in Jiangxi province is selected as the research object,and the method of literature research and case study is used to analyze and study the system in order to improve the verifiability and practicability of the research conclusion.Firstly,the main theory of Balanced Scorecard and Performance Evaluation are expounded,and the theory and practice of Balanced Scorecard performance evaluation in domestic and foreign hospitals are analyzed,which laid a solid theoretical foundation for the use of performance evaluation based on Balanced Scorecard in Y hospital.Secondly,according to the running status and strategic goal of Y hospital,the performance evaluation system based on balancedscorecard of Y hospital was described from the hospital,department and individual.Thirdly,the application effect analysis of Y hospital balanced scorecard performance evaluation is carried out from the aspects of dimension analysis.A perfect hospital balance scorecard performance evaluation system can fully mobilize the enthusiasm of staff,improve work efficiency,and improve the comprehensive strength of the hospital,achieve a comprehensive,healthy and sustainable development of public hospitals.At the end of the article,through the application of descriptive research on Y hospital,some views on the construction of index system are obtained: the performance evaluation indexes should contain the distinctive public welfare guidance index;improve the internal communication mechanism to maintain the level of continuous communication effectiveness;establish a sound information management system to ensure the data indicators accuracy.In short,on the basis of the theory of Balanced Scorecard,the performance evaluation system in practice continues to improve and apply.
