In China, medical and health services mainly provided by public hospitals, But the cost of treatment in hospital is very expensive. Although it has experienced several reforms, the core issue of China’s health care reform focuses on public welfare. However, in this current reform policy, public hospitals are in the dilemma of reasonable operation and service. Health care spending is growing as a result of rising demand for health care and the rising cost of public utilities. Public hospitals Income is mainly derived from drugs, medical income and financial assistance income. With the return of public welfare requirements; Drug revenue is gradually reduced and it is possible to be canceled. Financial subsidy income levels are still small and seriously inadequate. After the implementation of health care reform policy, Loss of public hospitals becomes normal. And in order to solve this situation, public hospital made some measure: they greatly enhance the strength of the medical work and prolong the working hours; it seriously increases the working pressure and burden of medical workers. It Influence the enthusiasm of medical workers and the quality of medical services. Hospital provides a large number of diagnostic and treatment projects such as inspection and testing. It has seriously violated the requirements of providing appropriate medical and health services. The reason for this result is the lack of a scientific and standardized performance appraisal system. The real return to public welfare of public hospitals needs to improve the evaluation index system and improve the hospital internal performance evaluation system.In this background, this paper has made reference to the guidance of the state on strengthening the performance evaluation of public health institutions. This paper choose public hospital as research object, and make an analysis of the related theories of performance evaluation. Then I sort out the research done by experts and scholars. Through the field research and background analysis of A hospital, I drew A hospital’s strategy map. This paper studied the establishment and improvement of performance evaluation index system and evaluation method of public hospital department. The research of this paper provides a new way to improve the quality and efficiency of medical service, and to improve the level of hospital performance evaluation.At last, this paper makes a conclusion and providing some suggestions on the application of balanced scorecard in hospital.
