Research On PPP Mode In National Health Service

The problem of providing good and convenient health services has become a great concern for every country.However,with the increasing demand for health services and the aggravating trend of aging population,it is not enough to rely solely on the government.WHO encourages countries to utilize the strength on the market,more and more countries cooperate with social capital in the provision of health services.The United Kingdom established the National Health Service after the Second World War,this system made low efficiency and heavy financial burden.In the 1990 s,the United Kingdom led PPP mode into the field of health services.The private sectors are responsible for design,reconstruction and maintain hospital,and provide non-core health services,the government purchase service.This mode made the medical equipment in the UK get improved for a short time,and the rate of completion of the project on time and in budget has been greatly improved.The government turns from providing health services to buying health services,so government have more energy to lay out rules and regulations to improve the health care system.The United Kingdom is the leader in both quantity and maturity of the practice of PPP in health,many countries learned from it.After the new round of health care reforms,the Chinese government encouraged social capital to participate in providing health services in a variety of ways.From 2013,PPP mode in our country develop rapidly,this period the projects not only numerous but also run in specification gradually.In this background,the combination of PPP and health services can improve the problems in the field of health services.However,compared to other fields,the enthusiasm of social capital participate in providing health services is not high.One of the reasons for this is that the practice of PPP in health is inexperienced.Therefore,making research on PPP mode in National Health Service can get inspiration and help,and that can be used for our reference.The main research of this paper are literature research and case study.Through literature research,the paper analyzes and summarizes the concept,characteristics and significance of the PPP mode.Through case study,this study takes a typical healthcare case in the United Kingdom as an example,and expects to identify the gains and losses from it,and provides reference of the practice of PPP in health for our country.The research structure of this paper as follows: Chapter one,Introduction.It describes the background,significance,structure and methodology of the topic,literature review at home and abroad.Chapter two,introduces the definition,theoretical basis and typical structure of PPP mode,and then studies the operation mode,practice and effectiveness of PPP mode in the field of health services.Chapter three,studies the process and characteristics of PPP mode in the UK.Chapter four,studies the PFI project-West Middlesex University Hospital from the aspects of operation mode,index evaluation,legal basis,supervision and merits and demerits,expects learn some experience from it.Chapter five,analyzes the specific performance of the challenges of the British Health PPP projects.Chapter six,introduces the present situation of PPP in health in China.This paper points out the reasons why the British PFI in health is not suitable for China,there is a great difference between British and Chinese healthcare system and the purposes are not same.It can be used for our reference that enacting specific laws and policies in public-private partnership in public hospitals.Moreover,supervision function of PPP projects need to embody in specific sectors.
