Policy Research Of Social Capital Invested Medical Institutions Of Traditional Chinese Medicine In Guangdong

Objective:Promoting social capital invested medical institutions is beneficial to the development of traditional Chinese medicine career,the formation of diversified hold medical pattern,meeting people' s multilevel health service demand.Guangdong province supports socal capital invested medical institutions actively,based on the construction of "health strong province"and "traditional Chinese medicine strong province".This research combed the development course of private medical institutions in China,reviewed and classified the policies on socal capital invested traditional Chinese medicine in Guangdong since the new medical reform,evaluated the current situation of private traditional Chinese medical institutions in Guangdong,and put forward the difficulties and suggestions on private traditional Chinese medical institutions in Guanggong.Methods:The current situations of private medical institutions at home and abroad were summarized by the method of literature.The development of private medical institutions in China was combed by public policy analysis.The policies on socal capital invested traditional Chinese medicine in Guangdong since the new medical reform were reviewed and classified.The policy effect was evaluated by mathematical statistics.Take the related personnel of health administrative department and heads of private traditional medical institutions as the subject of investigation,investigated the development of social capital management in Guangdong,and talked about the development status,difficulties and suggestions with them on Semi-structured interviews.Results:The development of social capital to run medical policy in China can be divided into three stages:initial stage(1978-1993),let go of advocates the development stage(1994-2008),strategic support phase(2009-present).New reform since the rapid growth of social capital to run medical research,the main force of;But the core journals and has not been formed the core authors,research level needs to be improved.Review of new health reform to promote the social capital of guangdong province since the policy of traditional Chinese medicine,the policy can be divided into planning,access,medical use of land,investment and financing,incentive compensation,cost price,tax,health care fixed-point,review and evaluation,personnel support,supervision and other 12 classes.Shenzhen advance social capital does traditional Chinese medicine policy to have done,have certain innovation and breakthrough.At present,private hospital of traditional Chinese medicine health resources and operation situation of Guangdong province increased year by year,but the proportion of total hospital and private hospital of traditional Chinese medicine is low.Four areas of Guangdong province social capital to run medical development imbalance.The opening and development of social capital in Guangdong province is difficult.Social capital holding TCM hospitals and clinics is more difficult.The restraints of social capital for TCM should be resolved.Conclusions:Promoting the social capital invested traditional Chinese medical institutions still faces many barriers,which includes "glass door",underpowered of social captal,the construction of talent team,unreasonable service pricing mechanism of traditional Chinese medicine,the restrictions on reimbursement,the lack of tax incentives and the immature of regulatory system.Accordingly,some suggestions are proposed.
