Research On The Supply Subject Diversity Of China's Rural Public Health Service

The public health service is the necessary condition to stimulate the all-round development of humans,the significant parts of the basic public service and the event related to the national economy and the people's livelihood.Due to the historical and realistic reasons,the supply level of China's rural public health service is relatively low and the health condition of rural residents hardly obtains the powerful safeguard.In 2016,the premier Li Keqiang pointed that the short stave shall be lengthened by putting forth efforts,and more health resources shall be attracted to rural and poverty areas on the National Health Assembly.How to attract more public health service to the rural areas has become a problem demanding prompt solution.Taking the supply problems of rural public health service as the starting point,this paper firstly finds the problems existing in rural public health service supply such as the insufficient total supply,unreasonable supply structure and low supply efficiency through analyzing the relevant data involved with rural public health service.The abovementioned problems are analyzed from the perspectives of historical and realistic reasons.The main reasons of the above-mentioned problems are urban-rural dualism,information asymmetry between the supply subject and demand subject,single supply method,imperfect development of diverse supply system etc.Then,combined with public goods theory,new public service theory and polycentric governance theory,this paper conducts the comparative analysis on the advantages and disadvantages of the rural public health service supplied by the government,market and society as the single supply subject.The conclusion holds that the supply optimization of rural public health service is hardly to be realized by the single supply subject.The means of diverse supply subject shall be adopted to supply the rural public health service.This paper establishes the diverse supply mode of rural public health service and systematically elaborates from the perspectives of responsibility boundary,cultivating supply subject and constructing coordination mechanism.Finally,this paper provides the concrete measures of rural public health service supply subjects,which is expounded from the perspectives of government,market and society separately.The government shall complete the three-tier healthcare network in rural China,enhance the financial responsibility consciousness and create the favorable policy and system environment for market and society;the market and society shall strengthen their cooperation with each subject and enhance their own ability to supply rural public health service.The diverse supply mode is an open and equal supply system.A type of cooperative and complementary favorable competitive relations exists among each supply subject.The diverse supply mode is not decentralized and the government plays a predominant role among the diverse supply mode.The various policies and systems formulated and issued by the government influence the supply capacity and scope of the society.The market and society shall play an active role in the diverse supply mode led by the government.
