The Research Of Rural Public Health Service In Heilongjiang Province

Public health service system is an important field in public management research. Being part of the system, the reform of rural public health service is related to the overall development of rural areas and has great influence on Chinese economic and political reform. China is a populous country of agriculture. Rural public health issue is one of the basic livelihood issues. And doing well the rural public health issue in China is the internal requirement of constructing a well-off society, building a harmonious society and realizing social sustainable development. Heilongjiang is China's major agricultural province with large rural populations. In this province, rural health service exists quite a lot of problems, such as the backward of medical and health conditions, the lack of primary health care services, and the heavy burden of health consuming, etc. Hence, to do research on the Heilongjiang Province public health system is considerably urgent and necessary and has great significance for rural areas'agricultural production, living condition and sustainable development.On the basis of the comparison between foreign developed countries' advanced experiences and China's basic national conditions, the thesis analyzes the status of rural health service system and problems in Heilongjiang Province theoretically and practically. With the help of the existing evaluation system of rural public service that the service process evaluation, benefit evaluation and overall evaluation, the thesis establishes an evaluation system especially for the problems of public health service in Heilongjiang Province, meanwhile, through comparison of many evaluation indexes on public health service system, chooses the major component analysis method to do the evaluation on Heilongjiang Province public health service system. According to the characteristics of the evaluation result, the thesis states the necessity and importance of reconstructing the Heilongjiang Province public health service system and establishing a framework of new-typed rural health service system. Finally, the thesis presents the measure and recommendations on the mechanism of the new-typed rural public health service system in Heilongjiang Province. Through the research on Heilongjiang Province rural public health service system, the new viewpoint of reconstruction of rural public health service, the thesis also hopes the research provides some reference observations for the reform of rural public health service system in the future in China.
