China entered the aging society from the beginning of the twenty-first century, the aging population shows some characteristics,such as large population base, the growth speed, poor old men, the growth of elderly dependency ratio. In January 20, 2014, the National Bureau of statistics released data, by the end of 60, China's elderly population aged over 60 years old, accounting for 14.9% of the total population, and now China is the only one country with more than 100 million of elderly people. According to the data released by the National Bureau of statistics in 2015, by the end of 2014, the population of over 60 years old is 212 million, accounting for 15.5% of the total population. The number of elderly people will become 400 million In the next fifteen years and the elderly population will reach 1/3 of the country's population by the middle of this century. China will become the "super aging" country, a large number of elderly population will have a profound impact on China's economic, social, political and cultural development. With the increasing number of elderly population, the number of disabled elderly is also increasing year by year. The size of rural disabled elderly population is large and the rehabilitation service work is special, so the development of rehabilitation service system is facing many problems and challenges. The rehabilitation of the disabled elderly in rural areas has a direct impact on the daily life of the elderly, then the development and improvement of rehabilitation work directly reflects the superiority of a country's policies.This study from the age structure, life self-care ability, marital status, educational level, preference of pension and the main difficulties aspects by combining the methods of social investigation and research analyzes the survival status of China's rural disabled elderly. In addition, the author analyzed the rehabilitation needs of the elderly in rural areas of China from the choice of care workers, pension services, and daily rehabilitation services. China's rural disability rehabilitation service work has some problems, lack of capital investment, single service project, defect of policy system, lack of local support, absence of special legislation, deep-rooted traditional consciousness and less social support. The author based on the AGIL model from the economic system(A), political system(G), legal system(I) and the potential cultural system(L) analyzed the reasons for development lag of the rural disabled elderly rehabilitation services. On the existing basis, the research puts forward the countermeasures and suggestions to improve the rehabilitation system of rural disabled elderly. Combining operations of market, financial support, and personal involvement to achieve the diversification of funds for the rural disabled elderly rehabilitation services work and provide diversified rehabilitation services. Making plans for the rural disabled elderly rehabilitation services work. Make rules and regulations of rehabilitation services for disabled elderly including the support system, relief system, as well as training system for nursing staff.
