Objective Based on the analysis of the data from the fifth national health services survey in Tianjin Binhai New Area, this paper aims to know the level of health services for residents in Tianjin Binhai New Area. Then, found out existing problems by analyzing the equity of residents' current health service utilization in Binhai New Area. Finally, giving some advice on optimizing health resource distribution and improving the equity of residents' current health service utilization in Binhai New Area, which can further help to improve the health level of residents and promote the development of public health in Binhai New Area.Method The fifth national health services survey adopted the method of multi-stage stratified random sampling. The survey selected 600 households from 5 Streets and towns of Binhai New Area, trained and qualified investigators interviewed all selected permaent residents one by one in accordance with the questionnaire items determined by the Ministry of Health. These five streets are Tanggu Hangzhou Street, Hujiayuan Street, Dagang Yingbin Street, Zhongtang Town and Youtianhaibin Street. Hujiayuan Street and Zhongtang Town are agricultural related towns. The number of the valid samples was 1567 residents from 601 households. On the meantime, the data of health resources in Binhai New Area in 2010-2014 was collected. Making use of descriptive analysis, concentration index,mean compares, the chi-square tests, regression analysis and other methods to analyze the equity of health resources in Binhai New Area.Result 1. In recent years, both of the total and per capita quantity of medical resources in Binhai New Area have increased rapidly. The ill injury situation has its basic stability among residents, infants and neonates. The number of the death caused by main disease and the death rate has increased slightly. 2. The accessibility of the residents medical services are relatively good in Binhai New Area. As for the majority families, the distance between their home and the medical establishments is no more than 2 kilometers. They can reach there in about 15 minutes. Residents often choose to go to basic medical institutions to seek medical advice. More than half of them feel that the comfort level of seeing doctors have been improved and there are also more than half of the residents consider that the hospitalization costs have been increased. At the same time, the distance between medical institutions and residents' home, the time they cost to go there, the comfort level of seeing doctors and the change of expenditures have statistical differences. 3. The statistical differences also exist in two-week prevalence rate and chronic disease rate of the residents who have different accounts type and live in different streets. The two-week prevalence rate of sample residents in Binhai New Area is 31.08% but this kind of rate is variant among residents who live in different streets. The variances are also can be found in the residents from urban area and rural area. What's more, along with the age increasing, the rate of two-week prevalence is going up. 4.There is no statistical differences in outpatient rate of residents who gain different income. Two-week prevalence outpatient rate of residents is 28.95%. The reason why people don't go to see doctors is that they are receiving treatment according to doctor's prescription. Logistic analysis of regression result shows that the difference of streets and degree type can influent two-week prevalence rate. However, different income makes no difference of this rate. 5. The health care which provided by basic medical institutions can meet the demand of chronic disease rate in Binhai New Area. The chronic disease rate of residents is 33.95% and 13.85% of them suffer from two or more kinds of chronic disease. The target management population that suffer from high blood pressure is 192.800. From 2011 to 2015, the number of registrants of hyperpietic within the scope of Binhai New Area is about 240,000. The target management population that suffer from diabetes is 99,500. Diabetes registrants number in 2014 and 2015 is about 122,900. The management number of main diseases exceeds the target management number of them.Conclusion 1. Overall health level of residents in Binhai New Area is stable and per capita health resources are promoting in recent years, 2. In order to provide a high quality, convenient and cheap medical treatment and public health service for our residents, we should strengthen the construction of the service ability in basic medical institutions. 3. Chronic non-infectious disease has become the main health problem of residents who living in Binhai New Area. As for promoting the equity of residents' current health service utilization, to further enhance chronic disease files building rate and standard management rate has its significant meaning. 4. The differences exist in account type and streets people live are two factors which affect the health service utilization. Therefore, health policy should pay more attention to rural registered permanent residents and rural populations. 5.In order to provide a high quality, convenient and cheap medical treatment and pub lic health service for our residents and to improve the residents' fire using of health se rvice like outpatient service, we should strengthen the construction of the service abili ty in basic medical institutions.
