Objectives: This study intends to build a strong operability and applicability better county(district) level of institution of disease prevention and control(CDC) health emergency personnel competence evaluation index system, and then carry out empirical analysis, on the one hand, to establish structural equation model and verify its scientific nature and feasibility. On the other hand for monitoring and evaluation of the county(district) level CDC health emergency personnel work ability to provide a new platform, and targeted to carry out the health emergency personnel training provides the basis.Methods: First of all, through literature research, on the basis of Spencer competency dictionary for reference according to the characteristics of the purpose of this study, the CDC and according to the working characteristics of the health emergency personnel for preliminary screening index; Further the screening index through the Delphi method is used to establish a strong operability and applicability better county(district) level CDC health emergency personnel competence evaluation framework. Secondly, based on Delphi method to establish evaluation index system framework of the relationship between the indexes by using analytic hierarchy process(ahp) to build a structured hierarchy model, and through the comparison of two indicators, consistency check gain weight value of the importance of indicators at all levels, to build a set of county(district) level CDC health emergency personnel competence evaluation index system. Finally, according to the established evaluation index system of health emergency personnel, a self-reported questionnaire design of weifang cities and counties(district) level CDC health emergency personnel to carry on the cross-sectional survey. Adopt the scientific nature of the analysis test reliability and validity of the questionnaire. Finally through the establishment of competency structure equation model to verify the feasibility of the evaluation index system.Results: The E-mails were sent to 23 experts from the two different levels of CDC, scientific research institutions, universities and administrative agencies.Our enthusiasm by experts, the degree of authority, the degree of concentration, and coordination of the coefficient of variation coefficient analysis to determine the index of desirability.The results show that both of two experts consulted enthusiasm is very high, CF=100%, Ca=0.83,the result shows that expert judgment is based on a wealth of practical experience and theoretical basis and with high reliability. The results of the second round of the coefficient of variation of each index has decreased over the first round of the majority. Experts degree of coordination of elements has increased, recognition of the extent of convergence indicators.The W of the second round is higher than the first round(P< 0.05), the result is reasonable.The Cronbach?s Alpha>0.7,the experts? opinion is similar. Lay the foundation for the next step to build a reliable initial linear model.At last we choose 5 of the first Index;12 of the second index and 43 of the third index by two expert advisory.We calculated the concuright index calculated levels of weight values using with the yaahp. Then averaged considered final weight of each index weight. Right from the index level of weight results, from high to low as the basic situation, personality traits, skills, emergency, emergency information, emergency concepts. Pending the outcome of the expert advice of view, personality traits and emergency skills scores more in line with the actual situation. From two, three indicators, personality traits and emergency skills and most importantly, explain personality traits and emergency skills can better reflect the ability of CDC health emergency personnel.Last we calculate the CR,the CR of five experts is higher than 0.10,so we averaged the same index using the remaining. basic situation=0.340;personality traits=0.231;skills emergency=0.170; emergency information=0.134; emergency concepts=0.125. Finally, wedesign the self-assessment questionnaire health emergency personnel.For the collection of 122 health emergency personnel self-assessment questionnaire reliability and validity analysis. Cronbach?s ?=0.975>0.8, KMO= 0.891>0.8 P( Bartlett?s) =0.000, The results show that this self-assessment questionnaire has good reliability and validity. Finally, we were on the four factors derived principal components to build their own structural equation model to calculate the goodness of fit, The results showed that Weifang city and county(district) level CDC health emergency personnel in the self-assessment of structural equation modeling, CFI, GFI were about 0.9; RMSEA were about 0.1.Conclusions: The research methods and the primary research index were ensured on the basis of literature research methods. All index were ensured by the Delphi method with the excellent zeal, representation, authority of specialists and fabulous content validities. Combinded with analytic hierarchy process, the weighted value achieved satisfying consistency judgment matrix and acceptable, logical evaluation index weight coefficients, which provided a more objective and scientific quantitative evaluation for competency of health emergency people in center for disease control and prevention. The health emergency personnel competence evaluation index system was built including 3 first garde indices(basic situations, characteristics, emergency knowledge, the concept of emergency and emergency skills), 12 second garde indices and 43 third garde indices. Combinded with the index system, self-evaluating questionnaires were designed for competency of health emergency people in center for disease control and prevention in the county or city of Weifang. The reliability and validity analysis showed good reliabilities and validities of self-evaluating questionnaires. Through the structural equation model, fit Indiees and subjective evaluations showed viabilities of the model.
