Domestic and foreign emergency rescue practice proved that disease control and prevention forces from army and civil need to integrate to pursue the maximum efficiency with measures such as unified commanding, action coordination and information sharing and so on, which is the key to prevent epidemics after the disaster.To make full use of resource advantages of military and civilian, to promote synchronous construction and development, to improve overall nation capacity for disease prevention and control in emergency, this study aimed to summarize the current problems existing in the military and civilian system of disease prevention and control in emergency, and propose strategies to integrate two systems.To realize this objective, carry out research on basic theory of civilian-military integration, comparative analysis of integration models at home and abroad, case of joint emergency rescue, current situation and problems, and strategies of integration construction and development, based on those methods including literature review, expert consultation, case study, comparative analysis and Logical induction.(1) emergency disease control and prevention is characterized with suddenness, hazard, complex organization and coordination, lack of logistics support, and social impact and so on. Therefore it require the civilian-military integration construction to make full use of the advantages of two parts to improve the organization and command efficiency, resource utilization efficiency, logistics support ability, professional rescue ability and so on.(2) "Overall planning, unified management, the normal operation of the authority, efficient, legal protection, the Federal Reserve" is the trend of development and construction of disaster relief system in many developed countries such as United States, Russia, Japan.(3) In the relief work of Wenchuan earthquake, cooperation between military and civilian played an indispensable role, but also existed some problems.(4) There are many challenges in the civilian-military integration construction and development of system of disease control and prevention for emergency. First, management system is not normal operation and the authority is not high, lacking of long-term overall planning and construction; Secondly, certain rescue personnel’ compatibility need to be improved or enhanced, which include psychological adaptability, physical quality,professional skills of some kinds, and military quality; Third, related laws and regulations are principled but not detailed; Fourth, reserve plans are also lack of specificity and cohesion, and updated not in time. Fifth, both informationization constructions and the joint training lack technical standards and top-level design. Finally, emergency reserve invoking is not efficient enough and standard system of joint medicine reserve have not be established yet.Study founded some consequences below.Learning from foreign practices and combining with the actual situation in China, this paper puts forward strategies for civilian-military integration construction and development of the relief system emergency disease control and prevention:(1)integrate military and civilian management system of disease control in emergency as a whole;(2)promote modularization of rescue forces;(3)promote hierarchical construction of laws and regulations;(4)promote operational construction of reserve plan for disease control in emergency;(5)promote related information exchange and sharing between military and civilian disease control system in emergency and in peace time;(6) promote joint construction of training system for emergency rescue forces;(7) promote joint reserves and use system of material for disease control in emergency.
