Research On Critical Illness Medical Insurance System In Jiuquan City

Critical illness medical insurance system for urban and rural residents is an institutional arrangement that further protects patients with critical illness against high medical expenses based on the basic health care, and it has become an expansion and extension of basic health care functions. The implementation of critical illness insurance for urban and rural residents is beneficial to effectively reducing the burden on masses critical illness medical expenses, solving the poverty problems caused by illness,improving the multi-level medical security system, promoting the construction of universal medical insurance system, combining government domination with market mechanism, as well as enhancing the level and quality of basic health care.In the paper, the first part discusses the basic information of critical illness medical insurance system in China. The second part studies the operation situation of critical illness medical insurance system in Jiuquan City, focuses on the analysis of prominent problems existing in the operation of critical illness medical insurance system in Jiuquan City, including low financing level, weak fund sustainability, poor capability of solving the poverty problems caused by illness, inadequate commercial insurance compensation,etc., and further analyzes some deep-level reasons. It is considered that a series of problems exist in the operation of critical illness medical insurance system in Jiuquan City, which are related to such factors as binary structure of basic medical insurance and new rural cooperative medical system(NCMS) for urban residents, uncertainty caused by low pooling level, “quasi-universally beneficial type” of payment standard, failure in detailing the supervision and administration measures of commercial insurance organizations, etc. On this basis, the third part proposes some countermeasures and suggestions on improving the critical illness medical insurance system, such as integrating the basic medical insurance system for urban and rural residents, improving the financing mechanism, payment standards and critical illness medical care system,strengthening regulation of commercial insurance agencies, establishing critical illness insurance information platform and long-term care insurance system, etc. In conclusion,the paper adopts the literature research, the case analysis and the research method of integrating theory with practice. After the research, this paper aims to provide reference and basis to the government for grasping the situation and improving the people's livelihood security policy, and effectively give play to the role of solving critical illness medical insurance and poverty problems caused by illness.
