Township health centers is the "hub" of the rural health service network system in China,which is responsible for providing preventive care, basic medical service, public health services in rural areas and frequently occurring disease, common disease diagnosis and treatment and other medical and health system of integrated services. It also carries on the management of village clinics, and provide technical support and training in the business of rural doctors.In recent years, the construction of medical and health personnel training in China has gradually been valued, the government has issued a series of documents, such as "China2001-2015 health program for the development of human", "the CPC Central Committee and the State Council, the views on deepening the reform of the medical and health system", " the on strengthening health talent team construction of opinions " and a series of policy documents,system lists related health personnel management related ideas, initiatives and objectives and tasks. Governments at all levels also continue to increase investment in primary health services, three rural health service institutions have significant improvement in infrastructure.G City, Sichuan Province, the vast majority of township hospital medical business with real basically completed the reconstruction and extension tasks, the Academy of health infrastructure are significantly improved, service function is increasingly perfect, the "hardware" problem,like infrastructure, is no longer a restriction of development of township health centers are the main issues.In the new medical reform policy announced by the state in2013, "to further enhance the ability of basic medical health services" was again highlighted.To reduce the burden on the medical treatment of people, to encourage everyone to go to the nearest primary medical institutions for medical treatment, is an important goal of the new health care reform.However, a severe reality is, a gradual increase in the medical and health care service pressure, many grassroots medical and health institutions is facing "nobody available" embarrassing situation, which in township health centers of the talent shortage is most prominent.At present, township hospital talent shortage and serious loss of the "software" problem has seriously restricts the further development of the rural health service. On the one hand,uneven rural grassroots health technical personnel's age structure, professional knowledge structure and medical service level, showing a low education and low professional title, age is too large for the imbalance pattern, which is commonly referred to as the "two lows and high." On the other hand, on the wages, the low level of medical treatment units at the grassroots level, the working environment is relatively simple. Many formal medical college students after graduation to higher goals and rarely choose to go to the grass-roots work, as a result of grassroots medical institutions lack of talents and the team, especially young "force." These problems seriously hindered the development of rural health service, resulting in the growing demand for basic medical and health services are not satisfied.Through description and analysis of the G, a city in Sichuan Province township health center personnel inflow and outflow characteristics, identify problems, analyzing causes and put forward countermeasures, to further the exploration of China's township health centers of health personnel management mode and method, to our country villages and towns public health center personnel construction management to explore, to train health personnel business level brainstorming.This paper is the first time to study the situation of the construction of township health centers in G City, and inspect the actual situation of health professionals in the grass-roots work. Through the investigation and analysis, a series of feasible measures, ideas, planning and final decision making scheme are proposed for reference.
