China is a country where disasters frequently occur.The level of emergency response to disasters directly reflects the strength of government’s decision-making management capabilities.On March 13,2018,the State established the Emergency Management Department and clearly stated that it is necessary to focus on solving the problem of emergency response and focus on the prevention and control of disasters(accident prevention and control).At the same time,in the event of a disaster,the accurate positioning of the incident and rapid introduction of an adaptive response plan are the chances for success in the emergency.The rapid and effective response to emergencies is fundamental to reducing losses,and disaster prevention and reduction are procedural decision services.Making decisions require the use of modern information technology to support,compare and analyze the adaptability of the traditional plan and the digital plan,the efficiency of the linkage command,the effectiveness of emergency response,and more and more people are finding that the emergency management platform needs the most unified "emergency management platform" in the entire emergency process.,using the platform environment to provide high-quality decision services.Based on this,this paper uses the Beijing-Tianjin-Hebei region as the research object,constructs the visual business application environment of the digital water network in the Beijing-Tianjin-Hebei region,takes the area of water and soil erosion crisis incidents as emergency research examples,summarizes the traditional emergency work experience,and dialectically analyzes the interactions and impacts of the links of the emergency work,clear the "pre-event,in the course of event,post-event" procedural emergency management model,design an adaptive emergency model,and use fuzzy query and case reasoning methods to quickly screen for hypersimilar contingency plans.On the water network,rapid modifications to the preplans are made,action plans are formulated,emergency tasks are decomposed and assigned,and rolling command linkages based on development status are adopted to solve the problems of slow emergency response and poor effectiveness.The main research results and conclusions are as follows:(1)Established a digital water network visualization emergency service application environment.According to the connectivity of the river water network,combined with visualization technology,3S technology,component knowledge map technology,and database technology,on the basis of an integrated platform,a digital water network visualization and emergency business application environment for digital water networks was established.It is presented in two forms:"spatial digital water network" and "logical topology water network".Water and soil conservation monitoring information can be queried on the spatial digital water network,emergency services can be built on the logical topology water network,and emergency services can be combined with digital water networks in an event-driven manner to provide a trusted,visual and controlled decision-making environment for emergency response to water and soil erosion crisis events.(2)Established an adaptive emergency response model facing the crisis of soil erosion.Divide the whole emergency event into three phases:Prepare the emergency preparation work in advance,including monitoring,prevention and control,simulated drills,forecasting,early warning,and emergency support.In the middle of the incident,resolve emergency decision-making,including event description,emergency plan,and emergency discuss;resolve the aftermath of the emergency work in the post-event phase,including emergency assessment and post-disaster disposal.According to the modular organization model classification,you can quickly query the emergency work tasks in each phase and make decision-making services.The core of emergency work is reflected in the emergency consultation module in the process of dealing with events,constructing a problem recognition and rapid response mechanism,which can quickly identify the characteristics of events,give full play to the role of the pre-planned database,propose similar types of preplans,and conduct emergency first hand to deal with;through expert consultation,constantly updated guidance,according to the development process of the incident,at any time to respond to the correct guidance;make the respective responsibility of the department explicitly,from the emergency command center to the individual soldier.Everything is controllable,everyone can move and adapt to real-time changes in the situation.(3)Digitalize the traditional text preplan,and establish a digital preplan library and instance event library according to the emergency plan standards.Summarize the problem of the weak adaptability of the traditional plan,and construct an emergency digital plan,including the description,design standards,preparation,and storage of the emergency plan.On this basis,the actual events that have actually occurred are classified according to the characteristic factors and an instance event library is established.In this way,there are both digital preplans and case preplans for the selection of emergency plans.All of them are presented in an information-based way to help provide emergency assistance in emergency decision-making on the platform.(4)Case-based reasoning theory was used to establish case characteristics database of water and soil erosion crisis events.The similarity was calculated using enumerated attributes in the nearest neighbor method.The weights of instance attributes were calculated by genetic algorithm,and the screening methods were compiled into components using component technology.In the process of changing the plan,one-click matching application is performed;the feature screening plan is selected according to the keyword by using the fuzzy query method.Preplan library and case library plan need to play a role in the event,that is to be able to select the adaptive plan based on current events.The schemes of the two methods are decompressed and modified on the platform,and combined with the development of events and the opinions of experts,the action plans packaged into new phases can be quickly modified to make linkage command decisions.(5)Taking the Beijing-Tianjin-Hebei region as the research object,examples of adaptive emergency response to emergencies in the event of sudden soil erosion were presented.Under the digital water network environment,according to the "pre-event,in the course of event,post-event"process management model,the tasks at each stage are decomposed and displayed,and the various aspects of emergency work are visually expressed.
