Tuna resources are very rich in the Western and Central Pacific Ocean.As the world's largest tuna fishing area,the yield in 2015 was 2 million 620 thousand tons,which occupied 56% of the total tuna yield over the world.There were 3443 fishing boats operating here in 2015,of which 2983 longline fishing boats and 383 purse seine vessels,accounting for 86.6% and 11.3% of the total number of vessels,respectively.These boats mainly came from China,Taiwan,South Korea and Japan and the Pacific island of Vanuatu,Fiji.There are four main fishing types such as the purse seine fishing,longline fishing,fishing pole and trolling fishing in the Western and Central Pacific Ocean.Tuna fishery resources are declining and the bigeye tuna resources have been overfished in recent years.In order to ensure the sustainable utilization of resources in the Western and Central Pacific Ocean,management and conservation of fishery resources established by West Pacific Fisheries Commission become stricter,and for ensuring the development of deep-sea tuna fishery in our country,it is necessary to conduct the system research.This paper firstly introduced the current research background and research status of tuna fishery in the Western and Central Pacific Ocean,and put forward the research methods and the basic framework of the paper.The status of tuna fishery in the Western and Central Pacific was discussed,including the biological characteristics of the albacore tuna,bigeye tuna,yellowfin tuna and skipjack,the fishing condition from1950 to 2015,the changes of main fishing countries and its catches and the fishing yield of major operation mode in recent years.The total yield of each kind of tuna and the changes of main fishing vessels were concluded.And the resources status of the major tuna species was summarized and analyzed according to WCPFC Annual Report.Then the tuna fishery management status of the Western and Central Pacific Ocean was analyzed,mainly including the introduction of regional fisheries management organizations FFA,PNA,WCPFC.This paper also emphasized on the WCPFC management area,organization structure,operation situation as well as the existing management system and maintenance measures,and pointed out the future trend of management.Finally this paper introduced China's development status of tuna fisheries in the Western and Central Pacific Ocean.Combined with the author's experience working in the fishing company,the production management status and issues were discussed.Some opinions and suggestions offered for the issues of China's longline fishing boats in the Western and Central Pacific Ocean,such as actively implementing the provisions of management measures,increasing the bargaining power of China,strengthening the cooperation with the Pacific Island Countries(SIDS),increasing research input,improving the technology of fishing vessel and fishing capacity inChina,strengthening personnel training,speeding up the development of tuna market in China and constructing the offshore supply bases.
