Study On The Development Of China Tuna Purse Seine Fishery In The Western And Central Pacific Ocean

The Western and Central Pacific Ocean(WCPO)tuna fishery is an important part of the world tuna fishery,and its resources have the potential of sustainable development,and it is the preferred operating area of tuna purse seine fishery in various countries.Purse seine is the largest operation method in the tuna fishery in the WCPO,and the amount of purse seine fishing accounted for 69%-72% of the total catch of tuna in the ocean area in recent five years.China began to conduct tuna purse seine operation in the WCPO in2001.Since 2014,the fleet size(flying the Chinese flag)has been stable between 14-20 vessels,becoming one of the main tuna purse seine fishing fleets in this ocean area.This paper firstly outlines the development status of tuna purse seine fishery in the WCPO and the current status of fishery management from the aspects of tuna fishing grounds,main fishing fleet,resource development and market economy.Secondly,the factors affecting the development of China tuna purse seine fishery in the WCPO were investigated from five aspects of resource environment,market,fishing technology,policy and guarantee by means of enterprise discussion and questionnaire,and the degree of influence was studied by using principal component analysis,while the impact of the COVID-19 on the purse seine fishery in recent years was discussed.Then,the SWOT model was used to analyze the industrial competitiveness of China tuna purse seine fishery in the WCPO.Finally,by analyzing the factors affecting the development of purse seine fishery and the competitiveness of fishery industry,the corresponding development countermeasures are put forward.The main conclusions are as follows:(1)Through the principal component analysis of 13 factors that may affect the development of the fishery,such as the amount of tuna resources,operating environment,market price,resource survey and assessment capacity and logistics guarantee capacity,it was concluded that the amount of tuna resources,catch market distribution and demand,fishing technology capacity and fishery conservation and management system are the prominent factors that affect the development of of China tuna purse seine fishery in the WCPO..(2)The COVID-19 has caused difficulties in the management of fishing vessels,stagnant products and increased operating costs for China tuna purse seine fishery in the WCPO.(3)The advantages of China tuna purse seine fishery in the WCPO are the size of the fishing fleet is stable,the demand of the product market and national policy support for pelagic fishery,etc.The shortcomings are the low demand of domestic market,the imperfect industrial chain,the weak production management strength and product quality inspection,etc.Therefore,the author puts forward the following four development strategies..SO strategy: take the Internet as the platform and the first-tier cities as the breakthrough to expand domestic and international markets,strengthen cooperation between industry,academia and research to enrich innovative tuna products and perfect the taste of tuna products.WO strategy: according to the market development space and consumer demand,increase the publicity of tuna culture,optimize the product structure layout and realizing the integrated operation of ocean and land.ST strategy: pay attention to the international price dynamics,adjust the market share according to the domestic and international market demand,and use the advantage of scientific research to improve the technical innovation ability and guarantee the quality of tuna product quality.WT strategy:study cold chain preservation technology,focus on tuna freshness,and integrate corporate culture into tuna products,establish own brand,and improve international competitiveness of products,etc.(4)The countermeasures for the sustainable development of China tuna purse seine fishery in the WCPO are as follows:(1)increase the development of domestic market and form diversified product sales channels;(2)strengthen the research and development of purse Seine fishing technology to realize fishery informatization and automation;(3)pay attention to the training of fishery personnel and improve the comprehensive quality of fleet personnel;(4)extend and improve the tuna Seine fishery industry chain,enhance the ability to resist risks;(5)attach importance to the pelagic fishery compliance ability,,and improve the international discourse power of fishery;(6)actively strengthen cooperation with Pacific island countries to expand their share of water resources utilization;(7)take national policies as the development orientation and promote the standardized and orderly development of industries.The development of China tuna purse seine fishery in the WCPO is conducive to improving the comprehensive development capacity of China pelagic fishery,the survival and development of China tuna fishery enterprises,in line with the strategic goal of longterm sustainable development of China pelagic fishery.
