Evaluation And Analysis On The Execution Effect Of Chaoyang City's Policies For Controlling Grassland Desertification

Currently, grasslands are facing serious ecological problems. More than 90% of the grasslands have degraded, with decreased productivity and reduced biodiversity. This greatly influences the economic and social stability and sustainable development. As for Grassland Desertification Control Project, it is an important decision made by the provincial government. Its economic and social benefits are immeasurable. The project is designed to improve the ecological environment, develop grassland animal husbandry, raise the productivity and enhance the life quality in northwestern Liaoning. Chaoyang City is an important grassland area in Liaoning Province. Since the implementation of Grassland Desertification Control Project(Phase I, II), grassland degradation and desertification in this area have been migrated. The productivity and ecological functions have been restored to some extent. In addition, both vegetation coverage and vegetation height have been improved.This paper is based on the construction of Grassland Desertification Control Project between 2009 and 2015. It introduces comparative analysis, one of the environmental public policy evaluation methods, to estimate the ecological benefits, social benefits and economic benefits arising from the implementation of the project. In the meantime, the paper analyzes the development status of factors influencing the policy implementation: internal influences(policy stakeholders), including provincial governments, municipal governments, herdsmen and residents; external influences such as market demands and grassland animal husbandry.According to the evaluation and analysis, the policy is confronted with many problems although it has achieved certain results. The problems are as follows: how to further promote grassland protection; how to achieve sustainable development of grassland economy; capital shortage for grassland management and maintenance; urgent need to strengthen and improve grassland law enforcement agencies. As for this paper, it puts forward four suggestions for range management and construction in Chaoyang City, namely, to boost the job of right confirmation and contracting actively and steadily, to implement long term benefits and incentives mechanism, to encourage and support the base construction of forage grass and feed and to enhance the construction of management organization and law enforcement system.
