China is a big agricultural country,the rapid development of agriculture plays a decisive role on food security,economic development,national stability.At present,the lack of water resources and weak agricultural infrastructure are outstanding contradictions of restricting China’s rural economic development,affecting the lives of farmers and hindering the rural construction process.Therefore,such as Zhangye City of Province Gansu and other seriously water-starved areas to promote agricultural water-saving technology is particularly important.Social networks have two characteristics: information sharing,learning spillover effect,and then improve the accumulation of knowledge of farmers to affect the efficiency of technology utilization.When single farmer adopts agricultural innovation technology,the technical complexity and unpredictability will lead to the use of technology.The social networks are the mechanism to reduce the impact of risk,farmers can effectively reduce the technical uncertainty through the social networks to learn,for farmers to provide protection of the uncertainty risk.So how do social networks specifically affect farmers’ adoption of water-saving irrigation technology? How does technical uncertainty specifically affect farmers’ water-saving irrigation technologies? How does social networks affect the role of technical uncertainty in the use of technology? It is very necessary to promote water-saving irrigation technology.Based on social networks and technical uncertainty,this paper explains the multidimensional characteristics and selection index of the social networks and technical uncertainty,in order to analysis the technology and the impact mechanism of social networks,technical uncertainty and their interactions on the behavior of farmers’ water-saving irrigation.It is It is very meaningful for China’s agricultural water-saving irrigation technology.Firstly,according to the data obtained from the field study,we analyze the present situation of farmers’ water saving irrigation technology in Zhangye City of Gansu Province by the statistical descriptive method,and puts forward the existing problems of agricultural water saving irrigation technology.Secondly,referencing the existing researchliterature,the connotation and dimension of the social network and the technical uncertainty are divided respectively.The comprehensive index and the dimension structure index of the two core variables are measured by factor analysis.Finally,based on the analysis of the mechanism of the influence about the social network on the technical uncertainty,the OLS regression and Ordered Probit model are used to analyze the influence of the social network,the technical uncertainty and the interaction item on the farmers’ water saving irrigation technology.The introduction of social network sub-indicators to re-return for determining that how do the social network structure specifically mitigate the risk of technical uncertainty.On the basis of the above researches,the paper puts forward to policies for which they can promote the farmers to promote water-saving irrigation technology recommendations.The conclusions of this paper are as follows.(1)Farmers ’awareness of water scarcity is stronger,but farmers’ water conservation consciousness is relatively weak.Farmers ’access to information is a single way,and the understanding of relevant policies of technology is seriously inadequate.Farmers’ voluntary use is not high,land is scattered,and investment costs is high,the effect of adoption is not ideal.At present,the problems about farmers’ water-saving irrigation technology adoption have four kinds: the contradictory conditions of agricultural water’ supply and demand,the poor technical applicability,the weak farmer’s consciousness,the policy is not in place.(2)Social networks are a collection of relationships formed by participants in a community through sharing and exchanging resources and information,therefore creating long-term reciprocity or face mechanisms.Social networks are divided into four dimensions:network learning,network trust,network interaction,network mutual benefit.In the social networks’ structure,the network interaction has the greatest influence on the social networks,followed by the network learning,the third is the network trust,and the degree of network reciprocity is the least.(3)Technical uncertainty refers to the behavior of the actors that due to the constraints of knowledge and ideological we can not accurately control technology awareness,development and effectiveness in the process of technology adoption.In this paper,the technical uncertainty is divided into three dimensions: the new degree of technology,the uncertainty of the t technical development,the uncertainty of technical effect.In the technical uncertainty structure,the uncertainty of technical effect has the greatest weight to the technical uncertainty,the uncertainty of technical development is the second,and the new degree of technology has the least weight.(4)The social networks have a significant positive effect on the adoption of water-saving irrigation technology for the farmers,and the technical uncertainty has a significant negativeimpact on it.The social networks significantly weaken the suppression of the technical uncertainty to the farmers’ water-saving irrigation technology.In the control variables,the risk preference,the percentage of agricultural income,the awareness of water price,the government’s efforts to promote water-saving irrigation technology and supporting subsidies have significant positive impact on choose about water-saving irrigation technology;The fragmentation degree of land has a significant negative impact on farmers’ choose about water-saving technology.(5)In the social network structure,the network learning,network trust,network interaction have a significant positive impact on the farmers’ water-saving irrigation technology,and the network interaction and network interaction has significant relieved effect on the inhibitory influence that uncertainty of technology has an effect on farmers’ willingness on using water-saving irrigation technology.In the technical uncertainty structure,the uncertainty of technology,the uncertainty of technological development and the uncertainty of technical effect have significant negative effects on the behavior of farmers’ water-saving irrigation technology,and the social network is mainly through the reduction of the technical newity and technical effects of uncertainty in order to mitigate the inhibitory effect of technical uncertainty on farmers’ technology adoption.
