Especially since the reform and opening up, the CPC Central Committee, State Council of benefiting the agriculture policy support, agriculture bumper harvest, straw generation increased year by year, however, discard stalks, burning phenomenon more and more serious, causing serious environmental pollution, endanger human and animal health, it has become an important source of agricultural nonpoint source pollution. Because straw and livestock and poultry manure contains abundant nutrients, is the precious of renewable biomass resources, so the crop straw resource utilization can not only control the agricultural non-point source pollution, energy conservation and emissions reduction, it also can protect the ecological environment and promote sustainable development.Shaanxi is China's agricultural province with large farming and livestock breeding, agricultural development must solve the problem of has to deal with each year a large number of crops straw. Although there are a lot of research using the crops straw of various provinces and regions, but for the details of each district and county of shaanxi province research is relatively small, lack of environmental effect of crop straw resource utilization is discussed in this paper. This study will be environmental sociology and the theory of management, environment and economics disciplines, the integrated use of literature method, survey method, experimental method and geographic information analysis and statistical analysis and other qualitative and quantitative research methods, with the use of crops straw as the research object. Understand that there is a potential pollution, shaanxi straw utilization present situation and the existing problems, and to explore the influence factors of crop straw utilization and mechanism, put forward to promote shaanxi crop straw resource utilization policies and Suggestions.
