Mountain areas around Sichuan basin were chosen as the study area and ArcGIS Engine was used to build the cultivated land quality grading information system (CLQGIS). At first, the development status of cultivated quality grading and cultivated quality grading module at home and abroad were analyzed in this paper, and then ArcGIS Engine、Visual Studio、SQL Server technologies were applied to accomplish the overall design of CLQGIS. With the GIS and database technologies, the administrative division data, present land utilization map of 1:10000, cultivated land quality grading unit data and the latest cultivated land grading factors were used to found the basic database of cultivated land quality grading. The cultivated quality grading module was established according to investigation of information and consulting experts, the cultivated land quality grading model was fitted and the model parameters were determined. Finally, C# was used as development language in the Visual Studio 2010. According to the overall design of the system, the cultivated land quality grading database and cultivated quality grading module were realized, each functional module was developed. After the system’s verification and debugging, CLQGIS was obtained and applied in production. CLQGIS has realized the scientific and effective calculation of cultivated land quality gradation, the spatial information and attribute information queries. It fully meets the needs of cultivated quality grading in land management work. The main results are as follows:(1)Based on the Visual Studio framework, the system overall design was completed by using the concept of C/S (Client/Server) architecture and modular function design. C/S model was used to design the system. The modular design principle was used to divide the system function into 8 function modules (user management, map basic operation, data operation, rapid location of administrative divisions, spatial data query, attribute data query, cultivated land quality grading and affiliated functions). Basic map operation, cultivated land grading unit information query, calculation of the cultivated land quality grading in human-computer interaction and area statistic, etc. were covered in system function.(2)Using the GIS technology to design and establish the cultivated land quality grading basic geographic database. According to the system development requirements, the basic geographical database had been built, which contains administrative divisions, cultivated land quality grading unit, as well as other feature classes. In the construction process, the GIS spatial analysis was used to mining the basic data, then Tongjiang county’s cultivated land quality grading database was subdivided into 108994 grade units. And the ownership information, cultivated land quality grading factors and other related property information were obtained more than 2.7 million pieces. In this way, the accuracy of unit’s spatial information and the uniformity of grade unit’s quality were guaranteed.(3)By using the model theory and expert knowledge, the model of cultivated land quality grading was built. With the help of ArcGIS 10.0 and SQL Server 2012, the spatial data and attribute data were formed in the cultivated land quality grading database. By the use of ArcGIS Engine and C# development language in Visual Studio 2010 programming database coupled with cultivated land quality grading model, the cultivated land quality grading information system was completed after functional modules’development and system interface layout. This interface of system design is beautiful and generous. The operation is convenient and flexible, and the user experience is good.(4)The system can calculate the national physical quality grade、national utilization quality grade、national economic quality grade and so on. It makes the cultivated land of the mountain areas around Sichuan basin is highly automatic, and the error rate of manual calculation is reduced.(5)The practical application effect of CLQGIS was remarkable. CLQGIS realizes the rapid query of cultivated land quality grading information and calculation of cultivated land quality grading. It also provides necessary support for achieving a management mode of quantity and quality-oriented simultaneously.
