Cognition And Regulation Of Agricultural Genetically Modified Technology Applications

The development of genetically modified(GM)technology can bring enormous social and economic benefits to the global revolution of agricultural technology,but also lead to a hitherto unknown argument.The debate starts from the safety of the transgenic technology gradually spread to the society,economy,ethics and other fields.At the same time,parts of the public are confused with hazards on the environmental and health which may be caused by the GM products.The control the level of processing a series of problems caused by will mainly depend on a country’s social regulation.Compared with the rapid development of technology,the public perception of GM technology is not comprehensive,and China’s current social regulation of GM technology is lagging behind and insufficient,the government must consider the interests and attitudes of the main cognitive behavior in making decisions.Grasping and controlling accuracy is the premise of cognitive regulation.In order to alleviate the current conflict,it is very necessary to study the influence of various stakeholders’behaviors on the application of GM technology from the perspective of social cognition.In this study,we take consumers,producers,enterprises,researchers,and government staff as research object,comprehensive analysis from 659 consumers,302 copies of questionnaire from farmers,58 enerprises,38 scientific research institutions,and 20 government departments are employed in survey questionnaire.Firstly,analyse the main stakeholders’ social behavior,attitude and driving factors under the current situation of the application of GM technology and driving factors through field investigation;Secondly,from stakeholders behavior theory and the game theory,analyzing the behavior process between the interests of all stakeholders to coordinate in the process of GM technology;Last,according to the perspective of economics of biotechnology,exploring the the path of cognitive behavior on the interests of the main influence on the application of GM technology to regulate the society,then analyzing of key factors affecting the social regulation,performance evaluation combined with GM technology application of social regulation,further building suitable GM technology framework and the innovation mechanism of social regulation.The main conclusions of this study are as follows:(1)The complexity of the risk of GM technology and the needs of public awareness and the market failure of GM products makes the application of GM technology in the social regulation imminent.(2)There is a difference between different stakeholders in the cognition of GM technology and products,and there are differences in behavior and attitude.The cognitive level of urban consumers is generally higher than that of rural consumers,most of the enterprises think that the GM technology products can bring great profit to the enterprise,scientific research institutions understand the GM technology management system and the system of laws and regulations,government staff related to GM technology are not very familiar with the laws and regulation.(3)According to the cognitive behavior and attitudes,the stakeholders can be divided into three categories:consumers and non-governmental organizations,they have negative attitude and concerns about GM technology;scientific research institutions and enterprises,their potential acceptance of GM technology awareness is higher,which have a positive attitude on the current development of GM technology;the government staff,their have higher cognitive level of GM technology,but the attitude of GM products is not obvious,holding wait-and-see attitude.(4)The game between the regulator,the regulated and the beneficiaries of regulation is an important tradeoff point of the application of the social regulation.In the dynamic game between the regulators,producers and consumers,consumers play a better role in supervision,regulators to strengthen supervision,but also effectively reduce the rent-seeking behavior.(5)There is a close relationship between the social cognition and regulation.The social cognition of of GM technology is the premise and basis of regulation.The cognitive behavior of GM technology has a positive impact on the social regulation of GM technology,and the standardized path coefficient of consumer social cognition to social regulation is 0.368,showing a significant positive effect.(6)The application of GM technology in the formulation of government regulation policy,must take the cognitive behavior of stakeholders as influence factors into account.(7)Public income,profits,scientific research institutions and scientific research ability,public access to information and public education degree are key factors of social regulation.(8)The level of social regulation performance of GM rice in China is still relatively low,the comprehensive score of performance evaluation is about 18.7,and there is a serious lack of regulation in the social regulation of GM technology application.(9)In order to construct the applicable framework of GM technology in social regulation,we should consider regulation legislation,the principle and content.
