| At present,agricultural biotechnology is developing at a high speed,moreover,it has a great value for global price of agricultural products and food safety,which grabs peoples’ attention.Under the limited resources,transgenic biotechnology is an optimum option for the shortage of human food and promotes crops’ quality.In order to have a great incensement on transgenic agricultural biotechnology,China began a project called “Genetically modified(GM)Variety Development Special Program(GMSP)” in 2008,which costs 24 billion yuan.This paper aiming at whether the former GM specific reforms were efficient by comparing the results of Project 863,Project 973 and GM specific reform,besides,provides the technical evident for the government’s transgenic agricultural biotechnology development.This paper is based on GM unit,by using the survey data of GM unit in 2010 and the number of patent output in Derwent Innovations Index,then through negative binomial model and comparison between Project 863 and Project 973,then influence of GM specific reform will be shown on transgenic biotechnology’s output efficiency.In the conclusion,it can be found that: At first,GMSP has a huge impact on China’s transgenic biotechnology output efficiency.Secondly,standard of science and technology program has a guide function.Furthermore,human capital especially the personnel quality has a positive relationship.Finally,accumulated research experience by related institution also makes a huge contribution to the patent output.As a result,this paper suggests:(1)Specific investment is required as a guide investment pattern for researchers.(2)On the basis of various specific programs’ character,GMSP needs to be leaded by industrial.(3)Nation requires focus on talent training and introduction,enhances the team construction of agricultural biotechnology research.(4)To make the evolution of agricultural biotechnology well-organized and continually,related institutions and its rule are needed to be issued. |
