At present, domestic agricultural development faces new challenges:agricultural product price rising as "ceiling" seal roof, cost of production increasing as "floor" uplift, agricultural resources shrinking and restriction of the ecological environment strengthening, etc, which all urge the transformation of agricultural development patterns. According to the agricultural research results and practical experience at home and abroad, accelerating the "Machine-instead-of-human" in agriculture as the main content of agricultural mechanization is one of the effective measures to achieve the above objectives. In this paper, to promote the "Machine-instead-of-human" in Zhejiang agriculture comprehensively, we studied its environment and focus concern alternative efficiency of mechanization to labor force in agriculture and substitution effect of mechanization for labor force on rice production, based on the relevant literature of the analysis for the relationship between the development of agricultural mechanization and the transfer of agricultural labor force at home and abroad, And put forward the policy suggestions and measures to enhance the development of "Machine-instead-of-human" in Zhejiang agriculture. The main contents are as following:1) In view of none elaboration of agricultural "Machine-instead-of-human" in Zhejiang province, it is urgent to form its concept and connotation. According to the exploration and thought of the relationship between agricultural "Machine-instead-of-human" and agricultural mechanization, the analysis was carried out on the urgency and necessity of promoting agricultural "Machine-instead-of-human" in Zhejiang province, the advantage and disadvantage factors to realize this substitution, and the main tasks in this work.2) Because of the two different relationships between the machinery and labor force in agriculture:"rejection" and "substitution", and combining with the statistics of agricultural production of Zhejiang Province in 1986-2014, the regression model of agricultural production function was established using transcendental function. In addition, on the base of measuring and calculating the alternative efficiency of agricultural mechanization to agricultural labor force in Zhejiang Province, some suggestions were proposed on improving the efficiency of agricultural mechanization replaciing the agricultural labor force.3) According to the statistic data of rice planting and mechanization production in Zhejiang Province during 1992-2014, the "Machine-instead-of-human" effect estimation method in rice production was built based on the unit area of labor, and then the quantity was estimate of rice producting mechanization in Zhejiang province in 1992-2014 to estimate the substitution effect of rice production mechanization to agricultural labor force. On this basis, the alternative relation model was established between integrated mechanization level of rice cultivation and the relationship between the agricultural labor force, analyzes the improvement of rice mechanization level and the change of agricultural labor force substitution quantity, and then the effective measures were proposed on the expansion of" "Machine-instead-of-human" in rice production.4) Targeting the further promotion of agricultural machine substitutions, and learning from foreign and domestic advanced experience of Agricultural Mechanization, the policy suggestions and measures were put forward to make rapid progress with the work of agricultural machine substitutions.
