Research On Financial Support To Development Of Modern Agriculture In Wanjiang Demonstration Zone

Modern agricultural development has not only put forward diversified support requirements for financial industry, but also provided a new space and great opportunities for the development of financial industry. How shall financial departments to implement innovation, improve services, and strengthen the support for modern agricultural development has become an important research topic.Based on the summary of the related theories on modern agriculture and financial support to the development of modern agriculture, this paper analyzes the current situation of the agricultural development in Wanjiang Demonstration Zone and the basic features of modern agricultural development such as obvious location advantage, abundant agricultural resources, relatively high industrialization level and increasingly perfect infrastructure construction; through the analysis on the aspects such as the priority given to industrial development planning, encouragement to the development of various financial institutions which support agriculture, formulation of preferential financial support policies, launch of a series of activities to joint banks and enterprises, and efforts made to realize substantial increase in loan balance, this paper also sets forth the effect of the financial support for modern agricultural development in Wanjiang Demonstration Zone; subsequently, according to the output value of agricultural production and agricultural loan increment in each year during the period between 2008 and 2014, a quantitative determination is made on the practical effects of the financial support for agricultural development during this period with regression model analysis. Results show that each increment in agricultural loan of 100 million yuan can increase agricultural output value by 136.38 million yuan, provided that the other factors are unchanged.Besides, this paper analyzes many problems in the current financial support for modern agricultural development in Wanjiang Demonstration Zone, including imbalance of resource allocation, insufficient financial supply, difficult coordination and deficient implementation of related policies such as monetary policy, fiscal policy, industrial policy and land policy, insufficient initiative of financial institutions to support modern agriculture, unsound financial opening-up and cooperation which need to be strengthened among other provinces (municipalities) in Yangtze River Delta region, and so on.On the basis of a series of successful experience drawn from various countries, such as the United States, France, South Korea, Mexico, and India, in financial support for the development of modern agriculture, many countermeasures and s(?)ggestions are put forward in this paper, including how to properly handle the basic relationships among the four aspects:support to modern agriculture and development of inclusive finance, fiscal and monetary support to agriculture, total credit control unity and corporate financial institutions' particularity and difference, as well as company benefit and farmer income growth in the face of financial support for modern agricultural development in Wanjiang Demonstration Zone; in order to enhance the financial support for modern agriculture in Wanjiang Demonstration Zone, it is advised to carry out in-depth reform, build a diversified financial organization system, make good use of policy tools, guide agricultural policy-oriented financial institutions to increase credit input and speed up infrastructure construction, promote the comprehensive rufal financial service level, improve agricultural insurance system, actively bring in the comprehensive insurance products, perfect policy system, introduce multiple measures to support the development, reform the supporting system, accelerate the innovation of financial products and services, strengthen regional cooperation, enhance communications and exchanges among the financial institutions in Yangtze River Delta region, establish mutual fund for financial risks,and prevent the spread of risks in this region.
